Job Summary

Under general supervision but with the considerable exercise of independent judgment, performs professional duties associated with staff recruitment and placement at the University of Illinois at Urbana-Champaign. Serves as a staffing partner focused on professional and/or custom class civil service vacancies. Coordinates employment activity for civil service classifications and serves a client base of colleges/units helping to fill professional vacancies. Serves as a liaison between client units and Illinois Human Resources Talent Acquisition.

Serves as a liaison between client units and Illinois Human Resources Talent Acquisition.

Recruitment, Referral and Register Maintenance - 60%

  • Coordinates recruitment and placement for civil service classifications
  • Interprets and applies policies and procedures as set for in the State Universities Civil Service System Statute and Rules, Policy and Rules, the Campus Administrative Manual, the Civil Service Employment Separation and Testing Procedures, and Campus Illinois Human Resources practices
  • Recruits candidates for vacancies, working to enhance and ensure diverse candidate pools Interviews and reviews credentials of applicants applying for admittance to examinations
  • Reviews candidate application materials, assessing for minimum qualifications, as well as scoring for referral placement; responsible for maintaining accurate civil service registers
  • Responsible for initiating the posting process for civil service vacancies and monitoring all aspects of the posting process
  • Develops and conducts training programs for managers and the public with the goal of improving recruiting and hiring efficiencies and decreasing turnover Removes and restores names, as appropriate, in accordance with civil service rules
  • Maintains current knowledge of University and assigned unit(s) organizational structure, human resources policies both University and State Universities Civil Service System), federal and state employment regulations, and affirmative action goals for assigned units
  • Completes all required documentation with the State Universities Civil Service System for qualification and referral of applicants
  • Maintains contact with hiring manager/search committee through the interview and selection process to close vacancy when a candidate has accepted the offer Advises current employees regarding avenues of promotional opportunity
  • Researches and assists with position elimination activity, and drafts correspondence Coordinates and monitors reassignment/transfer lists
  • Serves on the Affirmative Action panel to assist departments in meeting their goals
  • Assists with creating presentations with supporting handouts for various topics related to Human Resources Provides backup support for other Human Resources Associates and or the testing department as assigned
  • Represents the University and/or assigned units at various internal and external recruitment opportunities (job fairs, employment information sessions, etc.) to generate qualified applicants
  • Attends recruitment and job preparation activities sponsored by the college, high schools, or community agencies (how to complete application/apply for employment, mock interviews, resume review, etc.)

Collaboration & Reporting - 40%

  • Cultivates strong partnerships to ensure an understanding of the business needs and culture of the department and/or business unit; partners with hiring managers to determine professional civil service staffing needs
  • Works with the hiring manager and/or search committee to understand key attributes needed for the successful candidate, determines search timelines, and clarifies roles and responsibilities
  • Familiarizes hiring manager/search committee on collaborative assessment and referral process
  • Reviews approved job description with hiring managers/search committee, particularly if specialty factors are approved
  • Develops and/or reviews vacancy posting and/or advertisement as proposed by the hiring unit or as appropriate for traditional classifications
  • Facilitates collaborative discussion with hiring manager/search committee to qualify candidates and compile final referral list of candidates to be interviewed; provides hiring manager/search committee with the official candidate referral list
  • Recommends search strategy for initial interviews (phone, email, determining questions, etc.); conducts post-search assessment with the hiring manager for feedback on the process
  • Maintains relationships with Extra Help Services and area employment agencies, units, and potential applicants to ensure staffing goals are met
  • Serves as a member of various committees and teams as assigned by management
  • Tracks, researches, analyzes, prepares reports, and presents metrics and statistics on employment activity, turnover, etc.
  • Creates reports as necessary
  • Other duties as assigned


Additional Physical Demands

This position observes university campus, Civil Service, and Talent Acquisition policies.

The work occurs typically in an office setting, often remaining in a stationary position for periods of time.

Minimum Qualifications

Bachelor’s degree in Human Resource Administration, Management, Organizational Administration, Public Administration, Labor Relations, Business Administration or a field closely related to the position. Two (2) years of work experience performing professional-level human resources duties.

  • The position involves using a variety of skills, often in complex situations. • Excellent interpersonal, oral, analytical, and written communication skills. • Ability to effectively communicate with individuals and large groups. • Proficiency in writing and editing reports and other materials. • Skill in working collaboratively and facilitating multiple viewpoints, working to consensus. • Understanding and use of electronic data systems used for Human Resources. • Ability to plan, supervise, and evaluate the work activities of others.• Ability to exercise controls over the implementation of the policies and procedures.• Proficiency in working with operations managers, staff, and the public. Thorough knowledge and ability to interpret: • Policy and Rules-Nonacademic • Civil Service Statute and Rules • Civil Service Procedures Manual with an emphasis on Employment, Separation, and Examination • Class specifications to determine applicant qualifications• Employment Services policies and procedures including recruitment, examination, and placement • Campus Administrative Manual. • Recruitment resources, including those for Affirmative Action purposes • Government regulations and guidelines concerning Equal Opportunity/Affirmative Action •Employee benefits. •Extensive knowledge of principles and procedures used in human resources. •Extensive knowledge of federal and state laws, rules, and/or regulations affecting public human resources administration; ability to develop a broad knowledge of those of the employing institution. • Initiative and sound judgment are all necessary for the demands of the position. • Ability to organize human resources operations within the area(s) and coordinate them with other organizational units. • Administrative ability.

Appointment Information

This is a 100% full-time Civil Service 5020 - Human Resource Associate position, appointed on a 12-month basis. The expected start date is as soon as possible after 6/5/2023. Salary is commensurate with experience.
