Company Intro: Ocean Health Initiatives, Inc. (OHI) is a Federally Qualified Health Center (FQHC) dedicated to providing quality, accessible and comprehensive primary health care to the residents of Ocean and Monmouth County; regardless of economic status.
Our Health Center Locations: Brick, Freehold, Lakewood, Little Egg Harbor, Manahawkin, Manchester and Toms River; with our school-based Wellness Programs located within the Clifton Ave Grade School, Lakewood; and Lakewood High School.
OHI services include family and internal medicine, pediatrics, behavioral health, nutrition, OB/GYN women’s health, dental, family planning, specialty care, pharmacies, PrEP, and a STI clinic.
Position Summary
Reporting to the chief of human resources officer , the human resources manager is responsible for providing oversight, administration, and execution of the day-to-day operations of the human resources department including talent acquisition, onboarding, performance management, open enrollment, ACA compliance, EEOC reporting, OSHA reporting, credentialing of incoming providers, management of hospital credentialing, health insurance benefits administration, payroll submission, FMLA and COBRA administration, employee relations, and off-boarding are conducted in compliance with all federal and state laws and OHI policies. Additionally manages the duties and responsibilities of the HR business partner, HR generalist and the HR coordinator.
Responsibilities
- Manages the daily workflow of the human resources team consisting of the HR business partner, HR generalist, HR coordinator, and HR intern.
- Provides support and guidance to HR team members on complex, specialized, sensitive questions, and challenges.
- Conducts weekly 1:1 meeting with human resources staff members.
- Recommends best practices as it relates to the day-to-day management of the HR team.
- Provides coaching and staff corrective action guidance to department heads and managers.
- Works collaboratively with the CHRO to understand and execute the organization's human resource and talent strategy particularly as it relates to current and future talent needs, recruitment, and retention.
- Maintains in depth knowledge and compliance with federal and state employment laws.
- Working collaboratively with CHRO to review new HR policies.
- Provides interpretation of all HR policies to the management and staff as needed.
- Reviews all HR data and develops metrics to be presented at the monthly CQI committee meetings.
- Makes recommendations to CHRO to improve HR department and OHI operational efficiencies.
- Administrator of Family Medical Leave Act (FMLA), New Jersey Family Leave Act (NJFLA), and New Jersey Temporary Disability Insurance (NJTDI) for employees who reside in the State of New Jersey
- Administrator of Family Medical Leave Act (FMLA) and various other state disability programs for employees that reside outside of New Jersey.
- Reporting worker’s compensation incidents to current insurance carrier, maintenance of the OSHA log, and reporting of OSHA 300A in a timely manner.
- Collaborates with the finance and human resources departments to review and process weekly/bi-weekly payroll, which includes all salary changes, merit increases, promotions, bonuses, pay adjustments and ensures approval is obtained along with all necessary documentation.
- Administers and is the point of contact for all the multi state payroll tax jurisdiction authorization processes within ADP Smart Compliance.
- Is responsible for ensuring all labor law postings are current and accurately posted at all OHI sites.
- Prepares and submits EEO1 reports in compliance with EEOC regulations.
- Reviews ACA data via ADP system and releases 1095 documents for distribution from ADP.
- Drives the credentialing process for all incoming providers to ensure all onboarding and credentialing requirements are completed, processed, and submitted timely. Is responsible for ensuring all communications to internal and external stakeholders is completed, processed, and submitted timely.
- In collaboration with the marketing department plans, designs, and implements OHI branding initiatives as it relates to recruitment efforts and other HR projects.
- Encourages employees to be OHI brand ambassadors and demonstrates the OHI culture with new hires.
- In collaboration with the human resources team, maintains ADP Workforce system including reviewing of all new hire entry, licensure information, title changes, terminations, FTE changes and compensation changes to ensure the system is current and accurate at all times.
- Maintains role of Security Master on ADP including the employee profile level of access in ADP WFN.
- Strictly adheres to maintaining confidentiality and demonstrates professionalism at all times. Strives to achieve excellence in day-to-day operations of the HR department.
- Works collaboratively with all members of the Senior Management and Management Teams to resolve departmental and organizational challenges expeditiously, economically, professionally and with minimum disruption to the practice.
- Leads and manages staff by professional example.
- Adheres to Corporate Compliance policies.
- Is highly accountable for one's own productivity. In order to maintain transparency, all projects must be represented clearly on a project board in Monday.com. Responsible for ensuring the board is always updated and accurate and that information is accessible to those that need it.
- Collaborates in the development of and responsible for the maintenance of meaningful score card metrics for each direct report position.
- Oversees the monthly delivery process of the score card outcomes either by direct involvement or in collaboration with departmental leads/supervisors.
- Maintains a passing monthly scorecard threshold at 80%.
- Adheres to Corporate Compliance policies.
- Other duties as assigned.
Education/Experience/Licensure
- Bachelor degree in related field is required.
- Five to seven years human resources experience is required.
- Three to five years management experience preferably in a health care setting is required.
- SHRM/PHR certification is preferred.
- Excellent verbal and written communication skills is required.
- Excellent interpersonal, negotiation, and conflict resolution skills is required.
- Excellent organizational skills and attention to detail is required.
- Excellent time management skills with a proven ability to meet deadlines is required.
- Strong analytical and problem-solving skills is required.
- Ability to prioritize tasks and to delegate them when appropriate is required.
- Ability to act with integrity, professionalism, and confidentiality is required.
- Thorough knowledge of employment-related laws and regulations is required.
- Proficiency with or the ability to quickly learn the organizations HRIS and talent management systems is required.
- Proficiency in Microsoft Office 365 is preferred.
