We’re seeking mid-level IT developer support for our systems and subsystems that are critical to our operations and ISO accredited laboratories. As an IT Subject Matter Expert (SME) the incumbent will be (1) maintaining and improving existing IT systems focused on supporting Health and research programs (2) Working with stakeholders to determine operational needs (3) Support new and existing IT Solutions/websites/functionalities using emerging technology platforms to improve efficiency and effectiveness as needed.

The IT SME must have an understanding of IT infrastructure such as Network infrastructure and requirements. Have excellent troubleshooting skills. Essential Job Duties:
- Utilizes expertise on specific technologies and applies the principles of software engineering to the design, development, maintenance, testing, and evaluation of websites and IT systems.
- Develops, creates, maintains, and writes/codes new (or modifies existing) websites, computer applications, or specialized utility programs within federal information security and accessibility compliance environment
- Responsible for system detailed design, and development of proof-of-concepts for application scenarios using Microsoft .NET framework and SQL Server
- Provides analysis, technical leadership, and programming expertise to the design, development and testing of complex applications in a Microsoft .NET technology environment
- Support Information Systems development, Implementation and Database Support
- Develop code to meet user story acceptance criteria, conduct design and code review to ensure compliance with standards
- Debug, test, and fix errors
- Develop in-depth understanding of a government agency’s business requirements, along with current technical environment; accurately assess and make recommendations
- Support Commercial Off the Shelf (COTS) software hosted internally
- Train end-users on hardware functionality and software programs
- Support creation and management of system and user accounts and their respective permissions
- Assist with maintenance of documentation of networks systems, process, and configurations
- Assist with management of file structure, access control, and security configurations
- Maintain asset inventory of hardware and software
- Configuration of production equipment, printers, coders, and labelers
- Provide hands on first level local and remote support and troubleshooting
- The IT SME also performs product demonstrations in a variety of settings, including internal meetings and training sessions
- Responds to user needs in a timely manner, and ensures the optimal running of all systems
- The candidate must be able to work well independently
- Ability to organize, prioritize and multi-task to meet deadlines
- Strong communication skills (both written and verbal) are required
- Exhibit exceptional organizational skills and be a problem solver
- Act as a trusted advisor, liaison, and systems primary point-of-contact
- Excellent cross-functional team collaboration skills
- Demonstrated eye for continuous improvement
- Ability to perform all job duties in compliance with HIPAA guidelines and company confidentiality policies

Required Skills:
- 3 to 5 year experience conducting and/or supporting IT projects
- 4+ years of development experience using .NET technologies
- Proficient in coding using C#, SQL, MVC, XML, JavaScript, Advanced TSQL
- Experience with MS Visual Studio
- Experience with HTML/CSS, Angular, TypeScript, and jQuery
- Familiarity with 508 compliances
Desired Skills:
- Knowledge of TFS, SharePoint, Confluence and JIRA

- Code, test, debug, implement, and document basic programs.
- Assist in the modification of company products and/or customer/internal systems to meet the needs of the client and/or end-user.
- Assist in the research and analysis of existing systems and program requirements; assist in preparing documentation to change existing programs.
- Perform data analysis to support internal and external project needs.
- Design basic programs for projects or enhancements to existing programs.
- Write specifications for programs of low to moderate complexity.
- Assist in resolving routine production support problems.
- Assist in the completion of unit testing by preparing test data, running tests and evaluating results.
- Develop screen tests and debugging problems.
- Develop test plans to verify logic of new or modified programs.
- Create basic documentation in work assignments such as program code.
- Conduct routine quality assurance activities such as peer reviews.
- Remain abreast of and research industry technical trends and new development to maintain current skills and remain current with industry standards.
Minimum Requirements:
- Bachelor's degree in related field.
- 3-5 years of relevant professional experience required.
