In this position you would apply technical work and professional engineering to modeling & simulation systems that support developmental and operational test & evaluation (DT&E & OT&E) test programs, high end advanced training and tactics (HEAT2), & experimentation.
- Exercises supervisory personnel management responsibilities at least 25% of the time.
- The incumbent assures an integrated approach to modeling and simulation activities applied to test and training.
- Incumbent participates in, and assures integrated test program support for design reviews, Test Plan Working Groups (TPWG), and other test planning activities.
- This position develops and applies appropriate and innovative modeling and simulation techniques focused on developmental and operational test and evaluation, high end advanced tactics and training and test (HEAT3), and experimentation.
- This position develops, prioritizes and reports on organizational performance goals and objectives.
- Manages the 412 EWG/445 TS/EWJI Integration Flight for JSE modeling and simulation systems at main and operating locations.

- The employee must have graduated with a bachelor?s degree in Engineering from an Accreditation Board of Engineering and Technology (ABET) accredited college or university. An advanced degree is desired.
- DAWIA Certification Test and Evaluation Advanced
- This is an interdisciplinary position to be filled and classified to the series represented by the incumbent?s qualifications.
- Series assigned to the individual positions under this job will be determined based on the selectee?s paramount qualifications at the time of selection.
- This position has been designated as an Non-Critical Acquisition Position and is covered by the Acquisition Professional Development Program (APDP). This position has been designated as a Non-Critical Acquisition Position. Level 2 required.
- The selectee must meet, or be capable of achieving the APDP certification as designated on the position description within the defined grace period for that certification level after assignment.
- This position also requires the employee to engage in acquisition continuous learning activities achieving 80 Continuous Learning points every 24 months.
- May require flying in government and military aircraft. Position, although performed in the general office environment, may require frequent CONUS and/or foreign travel away from the AFTC for up to three weeks or more at a time.
- This is a Centrally Managed position under the Scientist and Engineer Career Field
- This is a supervisory position. A one year probationary period will be required at the time of employment.

Qualifications
In order to qualify, you must meet the education and experience requirements described in the Office of Personnel Management (OPN) Qualification Standards for General Schedule Positions, Administrative and Management positions located HERE .
BASIC REQUIREMENT FOR GS-0850, Electrical Engineer Positions:
SPECIALIZED EXPERIENCE: Applicants must have, or will have within 120 days of the closing of this announcement, at least one year (52 weeks) of specialized experience at the next lower grade GS-13, or equivalent in other pay systems. Examples of specialized experience includes knowledge of professional electronics engineering concepts, principles, practices, standards, methods, techniques, materials, and equipment to effectively apply advanced engineering theories, principles, and concepts to project development, execution, and advisory services. Knowledge of development testing and evaluation sufficient to apply experimental theories and new applications to issues and provide technical advice and direction in support of weapon systems, subsystems, and/or support equipment. Knowledge of integrated air-vehicles, ground systems, and support equipment sufficient to plan, design, test, troubleshoot, evaluate, and oversee the development and/or sustainment of electronic systems or devices. NOTE: Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement.
Basic Requirement GS-1550 Computer Scientist:
Specialized Experience: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-13, or equivalent in other pay systems. Examples of specialized experience includes Utilizing scientific inquiry in the development of models/simulations and/or computer programs to evaluate and predict the ability to support assigned projects, studies or problems; applying professional knowledge of the concepts, principles, theories, and practices involved in engineering, mathematics, and/or computer science to perform studies, modify standard practices, and/or resolve issues related to the planning, development, fielding, and sustainment of complex electrical systems; and applying analytical and evaluative techniques.
Knowledge, Skills, and Abilities
1. Knowledge of concepts, principles, and techniques across multiple interrelated and integrated technical, software engineering, and test engineering disciplines.
2. Knowledge of combat aircraft avionics, armament, or electronic warfare systems or related systems/subsystems, and knowledge of software programming, network architectures and integration.
3. Knowledge of flight and laboratory air vehicle/missile test conduct, coordination and supervision, data analysis/evaluation and applicable flight test truth sources, modeling and simulation, technical report preparation, and administrative aspects of flight test programs.
4. Ability to plan and organize work, coordinate between various electronic/aerospace/mechanical engineering and test disciplines, and coordinate with other Air Force, DOD, and other domestic and foreign government agencies.
5. Ability to research, analyze, interpret, and apply rules, regulations, and procedures to a variety of situations and to recommend timely and economical solutions.
6. Ability to maintain good working relations and to provide technical leadership and project management oversight and communicate effectively with a broad range of personnel both orally and in writing and to use modern computer software applications in support of communications and presentations.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-13 level, or equal is required to meet the time-in-grade requirements for the GS-14 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks.
Education
In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below:
A. Degree: Have a Bachelor's Degree in professional engineering from a curriculum (1) in a school of engineering with at least one curriculum accredited by the Accreditation Board for Engineering and Technology (ABET) as a professional engineer curriculum; or (2) include differential and integral calculus and courses (beyond first-year physics and chemistry) in five of the following seven areas of engineering science or physics; (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics.
OR
B. Education/Experience: Have a combination of education and experience-college level education, training, and/or technical experience that furnished (1) a thorough knowledge of the physical and mathematical sciences underlying professional engineering, and (2) a good understanding, both theoretical and practical, of the engineering sciences, and techniques and their applications to one of the branches of engineering. The adequacy of such background must be demonstrated by one of the following:
1. Professional Registration. Have current registration as a professional engineer.
2. Written Test. Have evidence of successfully passing the written test required for professional registration or have successfully passed the Engineer-in-Training (EIT) examination and have completed all the requirements for either (a) a Bachelor's Degree in Engineering Technology (BET) from an accredited college or university that included 60 semester or 90 quarter hours of courses in the physical, mathematical, and engineering sciences, or (b) a BET from a program accredited by ABET.
3. Specified Academic Courses. Have successfully completed at least 60 semester or 90 quarter hours of courses in the Physical, Mathematical, and Engineering sciences and in Engineering that included the courses specified in "A" above.
4. Related Curriculum. Have successfully completed a curriculum leading to a Bachelor's Degree in engineering technology or in an appropriate professional field (e.g., physics, chemistry, architecture, computer science, mathematics, hydrology, or geology) and have 1 year of professional engineering experience under the guidance and supervision of a professional engineer.
Ordinarily there should be either an established plan of intensive training to develop professional engineering competence, or several years of prior professional engineering type experience. If you are using a related curriculum to qualify, failure to submit the following documentation will result in you being rated ineligible.
You must submit a legible copy of your training plan, performance appraisal and/or a letter from your Professional Engineer Supervisor. The letter must reflect the individuals Professional Engineer License Number.
[Note: Your education/experience will be thoroughly evaluated under this provision. To ensure you receive maximum consideration, you should provide detailed descriptions of professional engineering duties performed under the guidance and supervision of a professional engineer; continuing education/training received; evidence of acceptance in the professional engineering field (i.e., patents, associations, published articles, etc.), and any other relevant factors.
ARE YOU USING YOUR EDUCATION TO QUALIFY? You MUST provide transcripts to support your educational claims. Education must be accredited by an accrediting institution recognized by the U.S. Department of Education.
FOREIGN EDUCATION: Education completed in foreign colleges or universities may be used to meet the requirements. You must show proof the education credentials have been deemed to be at least equivalent to that gained in conventional U.S. education program. It is your responsibility to provide such evidence when applying.
The employee must have graduated with a bachelor's degree in Engineering from an Accreditation Board of Engineering and Technology (ABET) accredited college or university. An advanced degree is desired.
