Are you an experienced IT Business analyst who is able to provide IT business and system analysis for a wide range of applications and projects? Do you possess extraordinary facilitation and communication/ translation skills that enable you to act as a bridge between clients, stakeholders, the solution team, and internal/external customers? The Division
The Strategic Investment Office (SIO) is a division within the Information Technology department, reporting directly to the Chief Information Officer. The SIO encompasses Business Alignment, Project Management, Strategic Resources, and Testing. The SIO builds better capabilities to plan, resource and execute high-value and time-sensitive technology investments. The office aligns technology with customer needs by delivering the agency’s highest priority IT investments. The Business Alignment Office supports L&I’s technology advances by playing a key role in strategically aligning the designed and delivered solutions with the needs of L&I’s stakeholders through business and systems analysis.
The Role
The Information Technology (IT) Business Systems Analyst- Journey (BSA) is responsible to define systems scope, design and objectives based on business needs and a thorough understanding of requirements. The BSA utilizes business systems analysis, project management, quality assurance and IT technology skills to implement systems projects of all levels of complexity.
The BSA performs activities and processes with autonomy and independent judgment for multiple projects at the same time. The role can resolve difficult problems based on a thorough, in-depth understanding of business systems; utilizing originality and ingenuity while considering system capabilities, limitations and the implications to the current and future business environments. The BSA aligns stakeholder needs to solutions; aligning agency’s strategic goals to outcomes and deliverables.
Some of what you will be doing:
System Analysis, including:
- Consult with and makes recommendations to the business area to scope mission critical solution needs
- Identify gaps between functional specifications and the technical capabilities of solutions and make recommendations on how to bridge the gaps
- Lead the research for analyzing and documenting business and user requirements
- Lead the translation of business and user requirements into highly complex technical system specifications by applying systems and business knowledge
- Test Development:
- Develops test cases and scripts, identifies test data and sets up multiple complex, interfacing test environments and uses software tools to set up automated test scripts and ensure traceability to requirements
- Conduct Elicitation Activities:
- Meets with various stakeholders to elicit information and understands their needs
- Analyze Performance Measures:
- Examines information regarding the performance of a solution in order to understand the value it delivers to the enterprise and to stakeholders and determines whether it meets business needs
- Prepare, equips and supports individuals to successfully adopt change in order to drive organizational success and outcomes
- Work with COTS Vendors when system issues occur, upgrades are needed, or when users request system changes
- Project Coordination, including:
- Coordinate projects: plan, resource, and scope, communicate with stakeholders, and manage timelines
- Manage IT project deliverables and coordinate IT resources with resource management
Required:
4 years of education in computer science, information technology, or a closely related field (a relevant IT certification or Business Analysis Certification, CBAP desirable/CCBA preferred, can substitute for 1 year education);
- A minimum 2 years of direct and consecutive experience in performing business systems analysis, or other closely related IT function; such as application development, performing complex data analysis, IT project management, and/or writing complex queries for reporting.
- 2 years of education in computer science, information technology, or a closely related field (a relevant IT certification or Business Analysis Certification, CBAP desirable/CCBA preferred, can substitute for 1 year education);
- A minimum 4 years of direct and consecutive experience in performing business systems analysis, or other closely related IT function; such as application development, performing complex data analysis, IT project management, and/or writing complex queries for reporting.
- One year of experience supporting COTS or similar types of systems.
- Certified or professional level certification as a business analyst.
- Successful completion of certified International Institute of Business Analysis classes.
- Certification as a Lean consultant.
- Certification as a Project Manager
- Certification in LEAN methodologies
