Job Title: IT Procurement Specialist (Onsite)
Location: Romulus, MI
Background:
- The Technology Services department of the client is responsible for providing and managing the client's technology needs for both Metro (DTW) and Willow Run (YIP) airports. The client is seeking full-time, local qualified candidates who will utilize their knowledge, skills, and abilities to serve as a Technology Contract Specialist and RFP Technical Writer. In this role, Candidate will be required to come on site 5 days/week.
- As a Procurement Analyst with RFP Technical Writer skills within the Technology Services RFP Services team, you’ll lead and assist with the production of Requests for Proposals (RFPs), Requests for Information (RFIs), etc. and work collaboratively with the business units to ensure requests are executed efficiently, accurately, and timely. We are looking for someone who has great writing skills, a keen eye for detail, and who is experienced in the technical and financial industry to join our team and help make a beneficial impact. The TS Department has hundreds of active contracts that need to be tracked, managed, renewed, rebid, or canceled.
- The TS Department works closely with the Procurement and Legal Departments following client’s Procurement Policy.
Scope of Services:
- Prepares solicitation documents that include Contract Amendments, Request for Quotes, Requests for Proposals, Requests for Qualifications, Requests for Information, and other supporting documents. Supporting documentation may include, responding to proposal exceptions and assisting with bid addendum language; reviewing and summarizing information included in proposals; and conducting reference checks of vendors.
- Develop request documents that clearly delineate all job specifications, including all potential variables.
- Lead strategy/planning sessions and formal proposal presentations.
- Understand and maintain the knowledge of the rules and laws governing proposals, widely and specifically.
- Self-conduct any required research necessary to assemble the most appropriate requirements of bids and proposals.
- Facilitates and assists in the planning and tracking of all Technology Services requests for quotes/bids/proposals/qualifications processes.
- Prepares contract award recommendations for review by Procurement and Legal Departments.
- Work with the Business & Compliance Manager and the Technology Contract Administrator to administer Technology Contracts.
- Assist Business & Complaisance Manager to ensure contract extensions and funding is completed based on timing and needs.
- Work with Contract Administrator to ensure PO’s are funded based on contractual commitments and organizational demands.
- Assist in planning and maintaining department budget in the areas of Contract management, invoicing, and spending.

Bachelor's Degree Required
Qualifications:
Required
- 4 years of full-time procurement experience and RFP writing experience in a public or private purchasing environment
- 4 years of these years procuring computer technology products and services, including hardware, software, cloud services, and support
- 4 years of experience preparing and writing computer technology specifications for solicitations
- 4 years of experience preparing complex cost and price analyses using statistical information
- 4 years of experience planning, forecasting, and managing budgets
- Good interpersonal communications skills and a strong focus towards customer service
- Excellent written and oral communication skills
- Attention to detail
