Duties
- You will provide a wide range of IT Specialist Systems Analysis (SYSANALYSIS) and Applications Software (APPSW) technical support to various maintenance and logistics programs tasked to NSLC as a Central Design Activity (CDA).
- You will analyze and translate system requirements into application prototypes; designing and/or developing applications/systems.
- You will plan, design and implement new and improved information systems using established functional analysis, structured systems analysis, and requirements analysis methods and techniques.
- You will develop comprehensive information and specifications on application input, outputs, and issues/problem areas, including consideration of more sophisticated methods of data automation, report generation, retrieval, and storage.
- You will maintain standards and policies, structured analysis principles and methods and business processes and operations of customer organizations.
- You will apply principles and methods of functional analysis, structured systems analysis, and requirements analysis to define application requirements and develop specifications.
- You will prepare cost/feasibility studies and estimating resource requirements.
- You will participate in quality reviews and business process reengineering initiatives to identify enhancements/corrective measures to optimize the functionality of systems/applications.
- You will understand and work effectively with team members, project managers, supervisor, customers, end users, and other functional and technical personnel at all levels to successfully execute assigned IT tasking on complex projects.

- This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
- This position is designated as a Cyber IT/Cybersecurity Workforce position. You must obtain and maintain the credentials as described in SECNAV M-5239.2 for specialty area 61, level Journeyman category 60 within 6 months of appointment.
- This is a bargaining unit position.
Qualifications
Per OPM standards individuals must have IT-related experience demonstrating each of the four competencies listed below:
1. Attention to Detail - Is thorough when performing work and conscientious about attending to detail. IT-related experience demonstrating this competency include: C onfirming/clarifying requirements; analyzing and translating system requirements into application prototypes; designing and developing applications/systems; determining system infrastructure and establishing data requirements, structure, and repository; determining output media; writing, maintaining, and debugging applications/systems and code; integrating hardware and software components; testing and assuring conformity and quality of product delivered.
2. Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services. IT-related experience demonstrating this competency include: I ntegrating applications/systems and assuring connectivity and user interfaces; developing and maintaining documentation; modifying/ upgrading applications/systems; assuring compliance with information security and assurance policy, procedures, and practices; developing and delivering customer training for applications/systems; providing tier 2 and 3 help desk support; delivering and demonstrating end product to customer.
3. Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately. Ability to contribute to and participate in oral and written presentations, outlining and defending options, alternatives and recommendations and the ability to plan/organize meetings. Good interpersonal and communication skills to facilitate teaming, resolve team conflict and complete team process solutions for the Projects assigned.
4. Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations. IT-related experience demonstrating this competency include: Applying established and evolving system/application security principles and procedures; employing performance measurement methods, tools, and techniques; and staying current with new and emerging IT innovations and technological developments and/or industry trends to recommend alternative approaches and design process improvements and how they would affect, security, IA, training and coding.
In addition to my experience demonstrating the four IT competencies as defined above, I have one year of specialized experience equivalent to the next lower grade level GS 11 (NT 03 equivalency) in the federal service or equivalent experience in the private or public sector as an IT Specialist providing Systems Analysis and Applications Software technical support to maintenance and logistics programs.
Examples of Specialized Experience with at least one year at the GS-11 skill level:
- Experience and basic understanding of web development.
- Experience and basic understanding of software lifecycle.
- Experience and basic understanding of web application security and best practices (any experience with the government's Security Technical Implementation Guide (STIG) is a plus).
- Problem solving skills.
- Interpersonal and communication skills.
- Experience with Oracle Database and/or Weblogic Application Server.
- Experience with frameworks such as Struts 2 and/or Spring.
- Experience with Bootstrap framework.
