SUMMARY
Under the general supervision of the Human Services Supervisor, the Eligibility Referral Specialist II position determines initial and on-going eligibility for various county assistance programs under Stark County Job and Family Services’ (SCJFS) jurisdiction, based on assignment. Responsible for following ORC codes.
ESSENTIAL FUNCTIONS MAJOR RESPONSIBILITIES
The functions listed below are intended to depict general job assignments, abilities and responsibilities required of this position. Other duties as assigned.
Aids customers that call the Shared Services Area by answering their questions, taking appropriate actions on benefit cases, and providing them with information. Conducts interviews to determine eligibility for various state and county programs including but not limited to food assistance, cash assistance, Medicaid, and childcare; Redetermines eligibility as required by each program. Reviews and processes verifications, forms and applications received through various electronic sources. Responds to phone calls, voicemails, emails, alerts, and referrals, and meets with walk-in customers. Ensures appropriate job placement, and placement availability, customer readiness for employment, and customer compliance. Handles basic functions and interactions for employment programs such as WEP and SEP. Secures and verifies all information affecting eligibility. Calculates and manages overpayments. Prepares for and attends state hearings. Reviews in-home day care applications, conducts inspections, ensures compliance and make recommendations for in-home care eligibility and revocation of licenses. Assists in Application Computer Lab. Make referrals to (for) other providers as appropriate.

The incumbent may work in a number of different units. Together, the units determine eligibility for numerous assistance programs and manage cases under SCJFS jurisdiction. The Eligibility Referral Specialist II Position is supervised by an Eligibility Referral Supervisor. The nature of the Eligibility Referral Specialist’s tasks varies as a function of the unit and the number of personnel working within that unit. 1. Conducts interviews to determine eligibility for various state and county programs.
2. Redetermines eligibility based on program requirements.
3. Secures and verifies all information affecting eligibility.
4. Responds to phone calls, voicemails, emails, alerts, and referrals (customer service referrals and urgent referrals) and meets with walk-in customers.
5. Reviews and processes forms and applications received through mail and electronic sources.
6. Aids customers that call the Shared Services Eligibility Area
7. Ensures appropriate job placement, customer readiness for employment, and customer compliance.
8. Calculates and manages overpayments. 9. Prepares for and attends state hearings. 10. Conducts inspections and reviews in-home day care applications for eligibility 11. PRC outreach.

EDUCATION AND EXPERIENCE
To perform this job successfully, the employee must be able to perform each essential duty satisfactorily. To meet the minimum qualifications for this position, the applicant must have completed an associate's degree in human services or other related field, or completion of five (5) years in the USW2 position in Human Services. Must possess the needed upon entry Knowledge, Skills, and Abilities (KSAs). Minimum qualifications for internal candidates hired prior to March 19, 2007 are available in the Human Resources Department. External candidates must have an associate’s degree in human services or related field and/or have two years of related work experience in an equivalent eligibility worker role at another County JFS. The applicant must demonstrate the needed upon entry KSAs by passing required selection tests. Reasonable accommodations may be made for individuals with disabilities.

The position requires little to no physical effort. In order to perform required physical duties of general office work, computer and telephone assignments, completing paperwork and handling case files; working with detailed documents and printed forms; the employee must be able to stand, walk, sit, talk or hear, and is required to be able to use close vision, distance vision, color vision, and peripheral vision.
CONTACTS – INTERNAL & EXTERNAL:
The position requires contact with the public, community partners and other government employees. The contacts require the incumbent to listen to questions and provide information, usually regarding Ohio assistance eligibility protocol and guidelines. Contact with the public and other government employees occurs in a structured setting and the success of these interactions directly impacts the quality of the services provided by the central customer of the organization.
