Certificates/ Licenses Required and Criminal Background Investigation
Must pass a criminal history pre-employment background investigation check through NCIC/TCIC, a local and county sex offender registration date base check and an FBI fingerprint check.

Prevents future audit findings by providing training, establishing policies and procedures.
Develop and implement objectives to improve departmental efficiency.
Maintains and evaluates current knowledge of new trends and innovations in the financial field for various financial opportunities and improvements.
Oversees and monitors current annual appropriations, forecasts future fiscal demands, researches trends,
Makes presentations to Commissioners Court, Juvenile Board, JPD employees and the general public.
Provide financial information required to complete the Texas Department of Agriculture Financial Report for the National Scholl Lunch Program.
Effectively manages multiple assignments and priorities to ensure the fulfillment of projects, tasks and responsibilities.
Reviews all department agenda items submitted to Commissioner Court and the Juvenile Board and provides the fiscal impact and funding source.
Reviews Department contracts and bids to ensure adequate funding and appropriate fiscal language.
Responsible for submitting the Departments Capital Project and Bond requests to the County of El Paso.
Responsible for the payroll support functions including providing accurate processing records, maintenance of payroll documents and files, and providing support to County Auditor’s Payroll Division.
Manages and supervises the financial programs and systems of the department to achieve its goals.
Knowledgeable and participates in strategic planning. The Director of Financial Services is responsible for the formulation and implementation of the Accounting Unit’s strategic goals and for meeting strategic objectives.
Supervises assigned financial staff, including assigning and reviewing work for exactness, neatness, and conformance to standards, policies, and procedures, giving instructions orally or in writing, training, completing performance evaluations, reviewing progress, directing changes as needed, and making recommendations on hiring, terminating, and disciplining personnel.
Determines Accounting Unit work procedures, prepares work schedules, and expedites workflow; studies and standardizes procedures to improve efficiency and effectiveness of operations.
Responds to problems, adjusts errors and complaints, and finds reasonable solutions.
Develop and implement the Department’s financial annual budget.
Analyzes department requests and determines needs of departments with the budget allocated.
Monitors the Department’s budget and maintains budgetary controls; performs various budgetary analyses of requests of the upcoming and current fiscal year.
Reviews and presents monthly financial and statistical analyses on status of Department funds showing expenditures, budget balances, and relationship to allotments;
Evaluates Requests for Proposals and other purchasing tools for selection of vendors;
Assist the County Auditor’s with compiling department financial information for the Comprehensive Annual Financial Report and the Independent Auditor’s Report.
Provides financial information to County Auditor’s and external auditors.
Performs internal audits as required/requested.
Completes and submits periodic and annual reports to State and Federal agencies.
Verify the County Auditor’s Texas Juvenile Justice Department (TJJD) quarterly expenditure reports.
Submits Department’s financial information in the TJJD’s financial database.
Complete and submit forms requested by TJJD in order to be in compliance with the State Financial Assistance Contract.
Oversees the grants activities of the Department; grant projections, reviews guidelines, match requirements, provides technical assistance to the department and to contract agencies, performs analyses and other grant information pertinent to the financial operations of the Department.
Establishes and recommends the budget for grants as they are awarded and prepares budget changes as they are approved by the agency or as needed and allowable.
Examines, reconciles, balances, identifies and resolves problems and inconsistencies, determines corrective entries involved in maintaining accounting controls of accounts payable records.
Monitors signature verification procedures and approves payables.
Must have the ability to communicate effectively both orally and in written form.
Maintains and promotes high ethical standards throughout the organization and maintains a system of internal controls.
Demonstrates emotional intelligence in day-to-day work, decision making, problem solving and in the supervision of employees.
Exhibits excellent interpersonal and human relationship skills.

Other: Has frequent contact with other county employees, department heads, County Auditor’s Office, external auditors, elected officials, Juvenile Board members, consultants, federal, state, and local agencies, law enforcement agencies, vendors, general public and clients.

Accruals are credited on a biweekly basis and available for use as it is accrued after 6 months of continuous service. Year to year carry-over accruals are limited to twice the employee's annual rate. Part-time employees accrue vacation at half the rate of full-time employees.

20 days (15 years of service or over)
Accruals are credited on a biweekly basis and available for use as it is accrued after 3 months of full time service. Employees accrue 15 days of sick leave per year.
Military Leave – 15 days of paid leave per fiscal year for active military service
Bereavement Leave – 3 days of paid leave for the death of an immediate family members and 4 hours for other family members and friends.

RETIREMENT
Retirement benefits are provided by the Texas County and District Retirement Fund (TCDRS). Regular employees become a member of TCDRS upon hire. All regular employees are required to contribute 7% to the retirement fund and the County matches 250% upon eligible retirements.
Employees may defer earnings, on a pre-tax basis, into a 457 deferred compensation program. This is an optional program.
LIFE INSURANCE
Full-time County employees are provided a basic life insurance benefit of $10,000 life insurance at no cost. Supplemental coverage is available for additional fees.
LONG-TERM DISABILITY
The Long-Term disability program provides 60% of the employees' income when the employee becomes disabled because of an illness, injury or accident for a period above 90 days.
SHORT-TERM DISABILITY
The Short-Term disability program provides 60% of the employees' income when the employee becomes disabled because of an illness, injury or accident for a period shorter than 90 days.
RETIREE HEALTH INSURANCE
Employees who retire from the County are eligible to continue Health Insurance at the rate set by the El Paso County Risk Pool Board.
EMPLOYEE ASSISTANCE PROGRAM
Employees are enrolled in an Employee Assistance Program that provides a variety of counseling services.
SECTION 125 MEDICAL & DEPENDENT CARE PROGRAM
The section 125 program is optional for employees and provides a method to pay medical and dependent care expenses on a pre-tax basis.
HEALTHY LIFESTYLE REIMBURSEMENT
Reimbursement of $15 per month for 6 months of continuous gym usage.
EDUCATIONAL ASSISTANCE PROGRAM (EdAP)
Reimbursement up to $2000 per calendar year for eligible education expenses.
EMPLOYEE FITNESS AND WELLNESS CENTER
The Employee Fitness and Wellness Center opened in October 2021 at the County Courthouse. The cost is $5 per employee per month.
