We are hiring a Labor Compliance Analyst to support public works construction projects. This role will be based in the Los Angeles, CA area and has a hybrid work schedule. You will be teaming with project, program, and client leadership to provide premier educational facilities for our nation’s youth and adults seeking to better themselves through learning.

• Work in close collaboration with our clients to implement, administer, and manage the Labor Compliance Program (LCP) in support of public works construction projects.
• Monitor contractor, subcontractor and sub-tier activity during the course of construction to ensure contractor compliance with the Federal Labor Standards Provisions including prevailing wage requirements of the Davis-Bacon and related Acts (DBRA), State Labor Law requirements, and California Labor Code, HUD Section 3 Requirements and/or Countywide Local & Targeted Worker Hire Program.
• Ensure that all compliance documents from the contractor(s) are uploaded to the web based compliance management software system in a timely manner and meet the applicable provisions, laws, and/or requirements.
• Maintain complete and accurate electronic files.
• Conduct field interviews and weekly site visits. Attend site meetings.
• Identify, report, and resolve all labor violations.
• Reconcile weekly-certified payroll reports, field interview forms, and other related documentation.
• Using the monitoring parameters for each project/work order, identify labor issues within the appropriate procedural or legal guidelines and report efforts made to resolve problems and inform the contractor in writing for each labor issue identified. Notify your project team and keep them informed of the status of any labor issues. Take appropriate action necessary to resolve and closeout each labor violation.
• Closeout the Labor Compliance electronic file in a timely manner.
• Document all contractors’ responsiveness; provide written notification to the contractor, subcontractor and sub-tier.
• Ensure all necessary information is recorded from the electronic file to complete all standard reports.

• Bachelor’s degree from a recognized college or university preferred.
• A minimum of 5 years' of experience supporting public works labor compliance programs.
• Knowledge of applicable federal, state, and local laws, regulations and guidelines pertinent to prevailing wage requirements.
• Must be able to work independently with minimal supervision to analyze, interpret, and investigate labor violations.
• Ability to take initiative and make sound decisions.
• Excellent writing and communication skills.
