The Division of Banks is currently accepting applications for the position of Licensing Examiner I. This position will report directly to the Licensing Manager within the Licensing Unit.
The mission of the Division of Banks is to ensure a sound, competitive, and accessible financial services environment throughout the Commonwealth. The Division maintains public confidence in Massachusetts financial institutions through the oversight of state-chartered banks and credit unions, and non-bank financial service providers. The Division licenses and supervises non-bank financial service providers including those in the mortgage, money service businesses, sales finance, and debt collection industries that do business within the Commonwealth. The majority of the Division's employees are Examiners who conduct a variety of on-site and off-site examinations at financial institutions and licensed entities under the Division's jurisdiction.
The Division of Banks is proud to offer schedule flexibility. The Licensing Examiner I role is a hybrid position and various schedule options are available. In addition to telework, occasional on-site work is based on the assignment and may include work onsite at one of the Division’s four offices (Boston, Lakeville, Woburn, or Springfield) or occasionally at a licensee, hearing, or training location within Massachusetts. The position requires travel throughout the Commonwealth of Massachusetts. Division staff are also occasionally required to attend overnight training or participate in examinations that may be located out-of-state.
You will be a great fit for the Licensing Examiner I position if you have strong analytical, writing, and communication skills, as well as an interest in learning more about the licensing, supervision, and regulation of the various non-banking financial services provided to consumers throughout the Commonwealth. The ability to work in a team environment is also important. Training takes place through team-based collaborations on licensing application reviews for on-the-job training combined with online licensing courses and formal schools provided by the Division of Banks and other regulatory partners.
Primary Duties:
- Perform a comprehensive review of an application for non-bank license applications including but not limited to: mortgage lenders, mortgage brokers, mortgage loan originators, third party loan servicers, small loan companies, loan servicing companies including student loan servicing companies and any other non-bank applicants
- Review and analyze financial statements and filings, applicant’s business plans, applicable background checks, appropriate policies and procedures, and data analytics collected either as part of the applicant’s application or through data collected from the Nationwide Multi-State Licensing System and Registry (NMLS) to evaluate an application for licensure.
- Review and process licensees’ renewal applications to ensure particular statutory and regulatory requirements are met.
- Utilize the Nationwide Multistate Licensing System (NMLS) and participate in meetings and discussions regarding the functionality and future development of the NMLS.
- Prepare correspondence to companies and individuals relative to the application and renewal procedures.
- Prepare written reports for Division management which summarize applications.
- Assist in drafting regulatory actions to address licensee deficiencies and potential unlicensed activity in the Commonwealth.
- Communicate regularly with licensees’ management staff and/or legal representatives to explain licensing processes and assist in the preparation of applications.
- Assist in the data analysis of annual and quarterly reporting as part of the Division’s ongoing surveillance program to ensure the continued financial soundness of licensees, and to aggregate industry data and trends.
- Participate in formal and on-the-job training in order to develop and acquire the knowledge, skills, and abilities necessary to facilitate the licensing process.
- Complete other related duties as requested or assigned.

The position is a union position in the National Association of Government Employees (NAGE) Unit 6 and the salary is within Grade 10. The annual salary range for this position is $56,579.12 to $80,651.48. Salary (step) placement is based on relevant experience.
The filling of this position is subject to appropriation and obtainment of all necessary approvals from the Office of Consumer Affairs and Business Regulation and the Executive Office for Administration and Finance. The Division reserves the right not to fill this position without notice. This position will report directly to the Licensing Manager within the examination unit.
Preferred Qualifications:
- Strong written communication and presentation skills, as well as analytical skills.
- Strong interest in analyzing financial statements, performing financial analysis, and assessing risk and compliance with state and federal consumer protection regulations.
