Manager of Patient Access Services

Under the administrative supervision of the DRCS, the MPAS oversees all activities within the Patient Access Services department including, patient contact center, scheduling, referral management, pre-registration, registration, insurance eligibility & verification, the PBX/Switchboard & customer services for hospital & clinic services. Directs all activities related to analyzing & designing new & emerging strategies & systems to increase efficiency, improve processes, & enhance the patient experience. This position is responsible for the monitoring of Quality Assurance measures, & oversight in on-going staff training. Identifies opportunities to collaborate with other leaders in other areas of CHN including corporate compliance, clinical services, case management, & the Patient Financial Services Department to ensure regulatory compliance, increase care coordination, & improve process efficiency between departments & locations. Participates in the hiring, promotion, & termination processes of all team members. Provides excellence in customer service for all inquiries regarding scheduling & registration services.

Essential Functions:
Leadership: Provides leadership of all functions, activities, & staff of the PAS departments. Provides an experience & environment of patient & family centered care. Oversees direction & leadership of operational, financial, programmatic & personnel activities for the PAS department in collaboration with the RCSD. Direction of the day-to-day operations, budgets, financial management, & human resource management of the department. Develops all guidelines, procedures, recommends policy changes, & makes account adjustments in accordance with policy.

Key Performance Indicators: Provides tracking, monitoring, & reporting of numerous PAS Scheduling & Registration metrics & key performance indicators related to the key areas of the PAS department to develop sound & effective analysis & reporting for continuous improvement. Provides leadership to staff for individual key performance indicators & productivity within their respective functions & activities. Prepares & delivers reports to operational leadership outlining progress toward meeting annual KPI’s including registration accuracy, customer service quality, scheduling wait times, denials management for scheduling & registration, scheduling interaction & performance with physicians & patients, point of service collections, insurance eligibility & pre-authorization/authorizations.
Customer Service: Ensures provision of quality customer services in all functions within the department & compliance with CHN’s collection policies & procedures including private pay collections.

Continuous Improvement: Takes part in the execution of plans to continuously identify & improve the PAS department. Engages staff & other stakeholders in continuous improvement of systems & processes; manages resources for staff participation in improvement work activities. Ensures effective facilitation of improvement teams & development of leadership skills to ensure overall effectiveness of initiatives for the department & functions within the department. Remains current of all new trends & best practices & incorporates into the PAS practices & programs. Demonstrates achievable & measurable results & develops action plans for improvement.

Communication: Actively listens to staff ideas & concerns, assesses other communication styles, & adapts to them. Creates bi-directional systems that effectively communicates information & data, utilizing multiple methods.

CHN Vision & Mission: Responsible for incorporating CHN’s vision, missions, & values in goals, programs, functions, & responsibilities of the PAS department. Creates functional strategies & objectives in alignment with the vision & mission for CHN & the PAS department. Actively seeks opportunities to improve financial outcomes, engaging staff in the process. Other duties as assigned to support the business & in accordance with CHN’s Mission, Vision, & Shared Values.

Minimum Education & Experience:

  • Bachelor’s degree in business, healthcare, or related field is required; Master’s degree in business, healthcare administration, or related field is desired.
  • 10+ years of experience in Patient Access Services, HIM, Revenue Integrity, or Patient Financial Services is required. – & –
  • A minimum of 5 years of prior experience in a management role is required.

Required Knowledge, Skills & Abilities:
  • Demonstrated ability to analyze data & review processes, including prior experience utilizing revenue cycle information systems to mine for detailed data.
  • An advanced knowledge of federal & state regulations related to scheduling, registration, & point of service collections required.
  • Demonstrated ability to build consensus & relationships across all levels in the organization; excellent communication & interpersonal skills are required.
  • Ability to communicate effectively in English, both when writing & verbally.
