DESCRIPTION
BENEFITS
This position performs technical duties in installation, maintenance, and repair of utility meters. An incumbent in this position may be designated “Trainee” or “Meter Service Technician II.”
- Performs meter change-outs for residential, commercial, and industrial meters.
- Identifies and repairs water leaks.
- Repairs and replaces meter boxes and lids.
- Re-wires sensors as needed.
- Removes meter locks for Meter Reset Technicians.
- Gathers data and prepares reports.
- Bench tests water meters.
- Coordinates with businesses for meter change outs.
- Schedules and performs annual water meter testing.
- Updates large meter inventory list annually and informs supervisor of meters that need to be replaced.
- Keeps track of bad meters, registers, and chambers that are under water.
- Maintains meter and parts inventory; places orders as needed.
- Performs related duties.
- Possession of or ability to readily obtain a valid driver’s license issued by the State of Florida for the type of vehicle or equipment operated.
- Trainee – Must have a standard high school diploma/GED; or vocational school; must show progress towards obtaining an FDEP Water Distribution System Operators License, Level 3 within twelve months.
- Technician I – Must have a standard high school diploma/GED; or vocational school; must have two (2) years of experience in underground municipal water system utilities installation/repair, at least one (1) of which shall be as a meter service technician. Must possess a FDEP Water Distribution System Operators License, Level 3.
- Technician II - Must have a standard high school diploma/GED; or vocational school; must have four (4) years of experience in underground municipal water system utilities installation/repair, at least two (2) of which shall be as a meter service technician. Must possess a FDEP Water Distribution System Operators License, Level 2;
KNOWLEDGE REQUIRED BY THE POSITION
Knowledge of utility meter installation, maintenance, and repair principles.
Knowledge of meter functions.
Knowledge of computers and job-related software programs.
Knowledge of the streets and geography of the city.
Skill in prioritizing and organizing work.
Skill in the use of hand and power tools.
Skill in locating and repairing water leaks.
Skill in oral and written communication.
SUPERVISORY CONTROLS
The Underground Utilities Superintendent assigns work in terms of general instructions. The supervisor spot-checks completed work for compliance with procedures, accuracy, and the nature and propriety of the final results.
GUIDELINES
Guidelines include city ordinances and city and department policies and procedures. These guidelines are generally clear and specific but may require some interpretation in application.
COMPLEXITY/SCOPE OF WORK
The work consists of related technical duties. Inclement weather and field conditions contribute to the complexity of the position.
The purpose of this position is to install, maintain, and repair meters. Successful performance contributes to the accuracy, efficiency, and effectiveness of billing operations.

PHYSICAL DEMANDS/ WORK ENVIRONMENT
The work is typically performed while intermittently sitting, standing, stooping, bending, crouching, or walking. The employee frequently lifts light and heavy objects.
The work is performed outdoors, occasionally in cold or inclement weather. The employee is exposed to dust and dirt and noxious wildlife. Work requires the use of protective devices such as masks, goggles, gloves, etc.

PTO Leave: Leave begins accruing immediately; however, cannot be used until three (3) months of service has been completed: The schedule varies slighter for Fire Fighters.

less than 5 years: 152 hours
5 to 9 years: 176 hours
10 to 14 years: 200 hours
15 to 19 years: 224 hours
20 + years: 248 hours
At the end of the year, any unused PTO leave will be placed in your PTO bank (up to 380 total hours). Time will be accrued bi-weekly & shown on each paycheck. After the 380 hours are filled, any unused PTO leave will be lost and cannot be used the following year.
RETIREMENT: General employees are fully vested after 10 years of employment. Employees can become partially vested at five (5) years of service. Partial vesting at five (5) years is 50%, six (6) years 60%, seven (7) years 70%, eight (8) years 80%, and nine (9) years 90%. General Employees are eligible for normal retirement upon the earlier of reaching age 55 and the completion of 10 years of credited service or reaching age 50 and the completion of 20 years of credited service. The amount of normal retirement benefit is based on your credited service and average final compensation. See General Employees’ Pension Plan Summary for more details.

Note: Insurance coverage takes effect on the 1st of the month 60 days after employment.
