PRIMARY PURPOSE OF POSITION

Serve as primary project manager for Exelon's Path to Clean initiative to reduce our greenhouse gas emissions by 50% by 2030 and 100% by 2050. Also serve as primary subject matter expert for Exelon's Environmental Management System (EMS).

Act as a subject matter expert and program owner of environmental management areas as assigned that may include avian, wildlife, water, air, hazardous and non-hazardous waste, PCB management, USDOT, spill prevention, industrial services, recycling, and pollution prevention. Evaluate assigned environmental programs performance and recommend/initiate changes that will lead to continuous improvement. Provide support to Exelon management, operations, maintenance and field professionals in responding to environmental incidents. Participate in the budget planning process to ensure assigned environmental management areas have budget necessary to achieve program objectives. Participate in third party audits of assigned program areas. Develop programs that reduce environmental liability and minimize financial impact to the company. Manage, coordinate, direct and monitor field activities of contractor personnel to assure adherence to contract requirements and all applicable regulatory requirements. Oversee support personnel, outside consultants, and contract vendors as needed to meet business objectives. Establish a consistent environmental services platform using established environmental strategies and Environmental Management System and develop systems as necessary to meet emerging business needs. Position may be required to work extended hours for coverage during storms or other energy delivery emergencies.


PRIMARY DUTIES AND ACCOUNTABILITIES

  • Serve as primary project manager for Exelon's Path to Clean initiative. Primary duties include but are not limited to supporting maintenance of the Exelon corporate GHG emission inventory; supporting Exelon's "Path to Clean" GHG emission reduction plan, including data and activity tracking, accounting, and development and execution of programs and initiatives to reduce GHG emissions; supporting ESG reporting related to GHG emissions, including supporting presentations to Executive Leadership and the Exelon Board of Directors. Responsible for maintenance of corporate-level sustainability / ESG data; and assist in the development, as needed, of management model documents related to ESG metrics and reporting; including coordination of approach with other Exelon departments, such as External Financial Reporting.

  • Direct environmental program and regulatory requirements for avian, wildlife, air, water, waste, RCRA, UST, SPCC, EPCRA/SARA and ecological media compliance activities as assigned. Serve as subject matter expert to business and participate on project teams to support business activities. Prepare written materials, such as environmental standards, employee reminders, environmental alerts, permit guides and training materials that are used for environmental guidance to line organization staff. Leads or advises other environmental staff on activities such as: environmental permitting, environmental issue management, auditing, and program development for assigned environmental program areas. (20%)

  • Develop and implement procedures/protocols to meet the compliance elements in all assigned environmental programs, improving efficiencies using innovative solutions, identifying gaps and coordinating cost effective, risk reducing efforts as solutions. Develop solutions to complex environmental issues and prepares reports and metrics to demonstrate findings. May act as the technical expert in an area of responsibility. Develop and maintain effective working relationships with regulatory agencies and other external stakeholder groups. (20%)

  • Interface and provide consultation and technical support with operations to provide analysis of impacts and development of compliance strategies to reduce cost impacts and/or improve competitive advantage, relating to compliance with federal, state, and local regulatory and environmental requirements. Manage consultants and associated budgets accordingly. Primary contact for environmental regulators, consultants, and line organization personnel to assist with field compliance and meet project permitting requirements. Performs environmental site assessments. (15%)

  • Provide written comments and public testimony on regulatory proposals. Direct environmental studies to satisfy permit and regulatory requirements as required. Review and analyze legislative and regulatory developments for potential impacts on Company operations. (10%)

  • Establish processes and programs to monitor and track compliance performance, manage budget for Environmental Projects. Provide direction on existing and proposed technical environmental regulatory requirements. (10%)

  • Manage the performance and cost of environmental service vendors; coordinate environmental vendor support, daily. Participate in developing contract specification and overseeing projects that have contracted remediation services and conduct vendor performance review meetings with Contract Administrator as assigned. (10%)

  • Company Representative and active participate in industry and regulatory groups and technical committees (i.e. USWAG, UWAG, IREG, BNTS, IEMA, NERC, ANJR, EPRI, etc) to promote company environmental positions as assigned. (5%)

  • Respond to environmental incidents, inform applicable Agencies, mobilize contractors, and oversee site remediation. (5%)

  • Participate with Company personnel to determine root cause of environmental incidents, develop solutions, and initiate preventative actions.

  • Support Environmental Management Information System (EMIS) as assigned. (5%)


JOB SCOPE

  • This position is responsible for directing and influencing environmental programs and initiatives for the utility organization. The position requires planning and strategic interaction with diverse internal departments including Operations, Support Services, Real Estate & Facilities, Contract & Project Management, Legal, Communications, External Affairs and Financial; and interaction with external stakeholders including regulatory Federal, State, and Local agency personnel and community organizations. Requires direct supervisory oversight of numerous subject matter consultants and contractors. Position also requires strong negotiating skills and a technical understanding of a broad range of environmental subjects and principles. Requires the ability to make decisions and leverage control in ambiguous project settings involving diverse internal and external personnel and interests. Financial duties focus on cost avoidance and recovery and budget oversight responsibility for numerous projects or initiatives. Position is high impact due to material nature of compliance and liability implications (i.e. financial, compliance and image).

  • Works under minimal supervision, relying on knowledge, skills and judgment acquired through education and relevant experience to plan and accomplish assigned tasks and goals.

  • Position also requires technical understanding of electric and gas operations (if applicable) and remediation principles and technologies. Requires the ability to make decisions and leverage control in ambiguous project settings involving diverse internal and external personnel and interests.

  • Financial duties focus on cost control and development of process improvements to maximize efficiencies to realize cost savings for the organization. Position also requires the ability to communicate to all levels of the organization on environmental issues. Position is high impact due to the material nature of compliance implications (environmental compliance, corporate image and financial spend).

Qualifications

MINIMUM QUALIFICATIONS

  • BS in Physical Sciences, Geology, Chemistry, Biological Sciences, Engineering or Environmental Sciences, with 7-10 years of relevant working experience. In lieu of degree, 9-12 years of relevant experience.

  • Demonstrated negotiating and conflict management skills.

  • Valid Driver's License or ability to obtain

  • Leadership, Communications and Presentation Skills

  • Demonstrated ability to build consensus, establish trust, communicate effectively and foster culture change.

  • Demonstrated strong judgment and time management skills

  • Ability to work independently and as a team leader including the ability to handle conflicting priorities in a multi-task environment

  • Work experience dealing with State or Federal regulatory agencies

  • Knowledge and working experience with applicable local, state and federal environmental regulatory requirements.

  • Demonstrated ability to implement process enhancements and efficiencies.


PREFERRED QUALIFICATIONS

  • Master's Degree in an Environmental discipline including Physical Sciences, Geology, Chemistry, Engineering, or Environmental Sciences.

  • 5 years of working experience in environmental consulting, or the utility industry.

  • GHG accounting experience or credentials

  • GHG data management and analysis experience (e.g., developing and/or implementing environmental information management systems; managing data collection and reporting in a matrix organizational environment; effectively participating on cross-functional teams and working with contractors).

  • Experience in developing compliance products and programs.

  • Experience in communicating corporate positions and negotiating with trade associations and government officials.
