Why does the job exist?

The position is responsible for creation and processing purchase orders and ensuring they are compliant with the state procurement code and other applicable state and federal regulations with the Aging and Long Term Services Department (ALTSD). This position is also responsible for assisting the Chief Procurement Officer with contract development, encumbrance transactions and documents for contracts while adhering to the contract, budget and grant guidelines.

How does it get done?

1. Prepares, reviews and approves purchase orders for agency and ensures transactions meet state procurement code requirements, applicable state purchasing regulations and Department purchasing policies. Possesses strong SHARE skills, specifically in the Purchasing Module and creating and printing reports.

2. Chief Records Officer for the Agency which consists of providing guidance to Records Liaison Officers on Storing and disposing of documents based on the Retention Schedule. Notary for the Agency. Assigned to be a Floor Warden as part of the ALTSD safety committee.

3. Provide training to fiscal liaisons and other Department employees on all matters related to procurement. Must maintain proficiency and knowledgeable on the State Procurement Code, NMAC Procurement Regulations and Department of Finance & Administration (DFA) Policies and Procedures.

4. Assist in processing contract documents to completion by working closely with Chief Procurement Officer, program managers, budget personnel and fiscal liaisons. Assisting in ensuring contract templates are current and comply with Department of Finance & Administration (DFA) Financial Control, General Services Department (GSD) Contract Review Bureau, and State Purchasing guidelines.

Minimum Qualification

Bachelor's degree in Business or Accounting and Finance and two (2) years of experience in accounting, finance, purchasing, procurement and/or warehouse clerking. Substitutions Apply. See Substitution Table below.

Employment Requirements

Must possess a valid New Mexico driver's license. Must possess and maintain a current Defensive Driving Course Certificate from the State of New Mexico or must pass and receive Defensive Driving Course Certification within 90 days of employment. Statewide travel may sometimes be required.

Working Conditions

State of New Mexico employees may be impacted by the Public Health Order dated December 19, 2022, which requires facilities licensed or certified by the Centers for Medicare and Medicaid Services ("CMS"), including all hospital types, long-term care facilities, nursing homes, hospice facilities and rehabilitation facilities, as well as assisted living facilities and adult day care settings, to adhere to all COVID-related requirements prescribed by CMS, including, but not limited to masking and staff vaccination.

Work is performed in an office setting, with exposure to Visual/Video Display Terminal (VDT), extensive computer and telephone usage. Must be able to lift 20 lbs.
