Responsibilities and Reporting During an Emergency Situation :
- Monitors the citywide Purchasing Card Program and reviews monthly audits of card holders to ensure compliance and accountability.
- Monitors contracts to ensure compliance with applicable local, state, and federal laws, rules and regulations and ensuring each is maintaining current insurance as required by the City.
- Manages multiple tasks\projects\responsibilities simultaneously with the ability to remain flexible with departmental changes, state or federal procurement law changes and other needs of the city.
- Responsible for a variety of clerical/administrative and technical/procurement functions; will be cross trained in Buyer function to enhance career development. Prepares items for review in coordination with senior staff.
- Assists in performing research and analysis in preparation for a variety of procurement activities including increasing vendor participation in solicitations, increasing MBE involvement, and finding other sources of commodities and services. Prepares required reports and correspondence.
- Serves as a liaison between vendors, departments, and other entities maintaining electronic files, and ensuring information is current for all vendors.
- Assists with organization and delivery of training events for internal and external stakeholders.
- Maintains continuing contract files and database and provides STA numbers for projects upon approval from Manager.
- Assists Procurement Manager, Senior Procurement Specialists and Buyer as required. This position requires regular and reliable attendance and the employee’s physical presence at the workplace.
- Performs other duties as assigned.
- Ability to establish and maintain effective working relationships with other employees, City officials, suppliers and the general public is required.
- Knowledge of databases, report writing and Microsoft Office Suite products.
- Ability to communicate effectively orally and in writing.
- Ability to work in fast paced environment interacting often with others.
- Ability to work independently and to understand and carry out instructions.
MINIMUM EDUCATION AND EXPERIENCE REQUIREMENTS
- Associate degree in business, public administration, or related field.
- Two (2) years of office experience and/or training and experience that provides the required knowledge, skills, abilities, and essential job functions may be substituted for the degree.
PREFERRED QUALIFICATIONS
- Contract Management experience
- Public Procurement experience
- Certified Professional Public Buyer certification, or ability to attain within 18 months of appointment.

Fingering – picking, pinching, typing, working with fingers rather than hand.
Grasping – applying pressure to object with fingers, palm.
Handling – picking, holding, or working with whole hand.
Hearing 1 – perceiving sounds at normal speaking levels, receive information.
Hearing 2 – receive detailed information, make discrimination in sound.
Visual Acuity 1 - prepare, analyze data, transcribing, computer terminal, extensive reading.
Visual Acuity 2 - color, depth perception, field of vision.
Visual Acuity 3 - determine accuracy, neatness, observe facilities/structures.
Visual Acuity 4 - operate motor vehicles/heavy equipment.
Kneeling – bending legs at knee to come to rest at knees.
Lifting – raising objects from lower to higher position, moving objects side to side, using upper extremities, back.
Mental Acuity – ability to make rational decisions through sound logic, deductive reasoning.
Walking - on foot to accomplish tasks, long distances, or site to site.
Medium work: Exerting up to 50 pounds of force occasionally, and/or up to 30 pounds of force frequently, and/or up to 10 pounds of force constantly to move objects.
WORK ENVIRONMENT
Works in an office environment and sits for long periods of time
May be required to work hours other than the regular schedule including nights, weekends, and holidays.
