Job description
The Advanced Sources and Detector (ASD) Project Office is responsible for the fabrication, installation, and commissioning of an ~ 20 MeV linear induction electron accelerator, through the coordination of efforts at Los Alamos National Laboratory (LANL), Lawrence Livermore National Laboratory, Sandia National Laboratories, and the Nevada National Security Site (NNSS). Nicknamed Scorpius, the machine will be used to diagnose subcritical experiments at the NNSS, within an underground complex (U1a; 963 feet below grade) in support of the Enhanced Capabilities for Subcritical Experiments Program (ECSE).
The ASD/Scorpius project received CD-2/3 approval on November 2022 and was baselined at $1.8B total project cost (TPC) and early completion date of November 2027.
As the Program Manager 5/Senior Team Lead (STL) for LANL you would be responsible for ensuring that LANL provides the resources (people and facilities), and institutional support necessary to execute the LANL scope of approximately $380M on schedule, and within budget. Procurement portion of the scope is around $213M. While the Control Account Managers (CAMs) are responsible for the scope, cost and schedule of their respective control accounts, the STL is responsible for oversight of their CAMs, for reporting status and issues to the Project team and for assuring that LANL applies cost accounting and Earned Value Management standards.
Responsibilities Include:
- Coordinate and facilitate LANL activities in support of the ASD Project, focusing on delivery of components and systems
- Report periodically to the ECSE Council member (or delegate) on ASD Project status and issues
- Act as the point-of-contact for the other Senior Team Leads and Technical Leads on inter-Institution coordination issues
- Ensure that the plan provides best value to the project through efficient management of manpower and best practices in design, planning, and personnel assignments across Work Breakdown Structure (WBS) elements
- Adhere to the project cost/schedule/technical baseline within the LANL work packages; proactively identify and manage risks and variances from the baseline plan
- Along with their Project Control Staff, interface with ASD Project Office systems, including, but not limited to, earned value management, financial reporting, advanced procurement planning, procurement requests, as well as regular monthly status reporting
- Accomplish work scope according to approved safety standards and any additional specifications, standards, regulations relevant to equipment to be operated at the NNSS
- Assure that ASD quality standards and proper document management and record keeping is maintained
- Participate as an observer of the ASD Project Director's Change Control Board
What You Need
Minimum Job Requirements:
Project/Program Management
Expertise in the management of highly complex, strategic technical projects with varying priorities, including project management, systems engineering, production, operations, or organizational management. Experience and knowledge in Earned Value Managements Systems or equivalent experience.
Extensive Leadership Experience
Expert leadership, communication, and team-building skills to mentor, develop, and collaborative, multi-disciplinary teams; to represent programmatic activities; to cultivate productive relationships with internal and external stakeholders; and to influence and advise senior management on decisions and planning processes. Ability to foster a diverse, inclusive environment that enables teams to deliver timely, credible, and innovative solutions.
Technical Expertise
Expert ability to develop innovative processes and to provide expert leadership, management, technical vision, and strategic planning for core program management and engineering, safety and risk management, and review activities. Expert knowledge of the processes involved in hardware design, fabrication, testing, qualification, and deployment.
Education
Position requires a Bachelor's degree from an accredited institution and 15 years of directly related technical and project management experience; or, an equivalent combination of education and experience directly related to the occupation. Position typically requires an advanced technical degree.
Desired Qualifications:
- Experience on accelerator or science project using Earned Value Managements Systems and DOE Order 413.3B.
- Certification as a Project Management Professional.
Location: This position will be located in Los Alamos, NM.
Position commitment: Regular appointment employees are required to serve a period of continuous service in their current position in order to be eligible to apply for posted jobs throughout the Laboratory. Additional Details
Directive 206.2 - Employment with Triad requires a favorable decision by NNSA indicating employee is suitable under NNSA Supplemental Directive 206.2. Please note that this requirement applies only to citizens of the United States. Foreign nationals are subject to a similar requirement under DOE Order 142.3A.
Clearance: Q (Position will be cleared to this level). Selected applicants will be subject to a background investigation conducted by or on behalf of the Federal Government, and must meet eligibility requirements* for access to classified matter. This position requires a Q clearance. and obtaining such clearance requires US Citizenship except in extremely rare circumstances. Dependent upon the position, additional authorization to access classified information may be required, which may or may not be available to dual citizens. Receipt of a Q clearance and additional access authorization ultimately is a decision of the Federal Government and not of Triad.
- Eligibility requirements: To obtain a clearance, an individual must be at least 18 years of age; U.S. citizenship is required except in very limited circumstances. See DOE Order 472.2 for additional information.
New-Employment Drug Test: The Laboratory requires successful applicants to complete a new-employment drug test and maintains a substance abuse policy that includes random drug testing. Although New Mexico and other states have legalized the use of marijuana, use and possession of marijuana remain illegal under federal law. A positive drug test for marijuana will result in termination of employment, even if the use was pre-offer.
Regular position: Term status Laboratory employees applying for regular-status positions are converted to regular status.

Incentive Compensation Program: Position is eligible to participate in the Triad Incentive Compensation Program. You must be in an eligible position for a minimum of 3 months, before July 1st and remain in an eligible position as of the end of the fiscal year, October 31st. The annual distribution is prorated based on the number of months in the eligible position.
