Job Summary & Responsibilities
The Program Manager is a member of Advocate’s Management Team, along
with the Executive Director, Program Director, Field Supervisor and CEO. The
primary responsibility of the Program Manager is to perform functions of the
“Psychiatric Rehabilitation Specialist” as defined in COMAR 10.21.21.
The Program Manager:
1. Develops and assures that rehabilitation services meet the needs of the
individuals served by the program;
2. Educates direct care staff on how to provide rehabilitation services that
correlate to the goals identified in the individual's Individual Rehabilitation
Plan.
Advocate also requires Program Managers to perform certain Management,
Supervisory, Training, Administrative and Direct Care functions, in addition to
those required by COMAR.
Summary of Essential Job Functions
Management Duties of the Program Manager include, but are not limited to:
- Review and implementation of COMAR regulations and CARF standards
- Programming, planning, and coordinating of group-service delivery
- Assist in developing, reviewing and implementing policies and procedures
- Managing corrections in the EHR with clear, transparent documentation of
rationale
- Review a sample of client record each month, in support of quality
assurance processes
- Review authorization materials related to concurrent renewals, ensuring
they are well written, accurate, and support medical necessity
- Visit with clients each month, in support of authorization information
- Update Medical Necessity Determination documentation in support of
authorization renewals
- Respond to authorization denials, and implement corrections and/or
appeals
Supervisory Duties of the Program Manager include, but are not limited to:
- Document staff feedback related to documentation of Quality Assurance, in
a clear and concise way that promotes transparency and improvement
Training Duties of the Program Manager include, but are not limited to:
- Orient and train new staff on matters related to medical record
documentation, as well as authorization documentation
- Provide monthly training during full staff meetings on documentation
improvements
Administrative Duties of the Program Manager include, but are not limited to:
- Use all available reporting (visit reports, idle chart reports, etc) to enhance
communication and to contribute to performance improvement of
employees, as well as the company
- Update Advocate’s shared calendar to communicate trainings and other
appointments
- Daily attention to tasks, messages, emails, voicemails, and support desk
communications
- Act as liaison to Advocate’s Community Advisory Committee, conducting
meetings at least quarterly, and reporting outcomes to the Management
Team
Direct Care Duties of the Program Manager include, but are not limited to:
- Plan and implement activity programming
- Conduct monthly visits with clients scheduled for authorization renewal, to
help assess Medical Necessity
- Facilitate, or designate facilitation, of educational, informational, and
socialization groups for clients
- Respond to client Warm Line calls when scheduled to be on call
- Clinical documentation in Advocate’s EHR
- Other duties as assigned
Minimum Requirements & Qualifications
Candidates must have sufficient qualifications, knowledge, and experience to
execute the duties of the Program Manager position.
The Program Manager shall be knowledgeable of the regulations applicable to
the Psychiatric Rehabilitation Program which Advocate operates.
Program Managers must be either a:
1. Licensed mental health professional; ~or~
2. A Rehabilitation counselor who is currently certified by the
Commission on Rehabilitation Counselor Certification; ~or~
3. A (minimally) Bachelor's prepared Certified Psychiatric Rehabilitation
Practitioner (CPRP)currently certified by the U.S. Psychiatric
Rehabilitation Association.
4. Program Managers must be certified in First Aid/CPR, and
5. Pass a mandatory and required criminal background check.
Compensation
Compensation is paid at a rate of $55,000 to $65,000 per year. This is an
exempt, full time position, minimum 40 hours per week. (see Advocate’s
Employee Manual for additional benefits)
Schedule
Program Managers are scheduled to work Monday through Friday from 9:00 am
until 5:00 PM and are required to be available beyond scheduled work days/
hours (or on holidays), from time to time, to meet the needs of clients, staff and
the company. (see Advocate’s Employee Manual for a list of holidays observed
by Advocate)
Program Managers may be required to be “on-call” outside of scheduled
business hours, to accept emergency calls from clients through Advocates
“Warm Line”.
Program Managers are required to attend Advocate’s monthly Full Staff Meeting,
and to at attend at least two (2) meetings per month with the Program Director
(s) for supervision and training.
Time Keeping & Reporting
Program Managers are required to follow procedures for Salaried Employees, in
Advocate’s Time Keeping Policies and Procedures, to record the hours they
work.
