The State of New Hampshire, Department of Labor, Division of Workers' Compensation has a full time vacancy for a Program Specialist I.
SCOPE OF WORK: Performs highly responsible administrative and technical duties assisting in the operation of the statewide Workers’ Compensation Program involving the Special Funds, Vocational Rehabilitation, Permanent Impairment Awards, and responsibility for resolving cases in dispute.
ACCOUNTABILITIES:
Provides substantial review of and approves requests as directed by management team for administrative permission to reduce or terminate workers’ compensation benefits, third party release and settlement of claim approvals, and death benefit allocation, inclusive of communication with carriers, claimant’s, and respective counsel.
Assists in the review and approval of permanent impairment awards and with Second Injury Fund reimbursement requests as needed.
Analyzes and interprets data, and applies the law and administrative rules to identify solutions for problems presented to the Division in disputed claims and eliciting the compliance of individuals to resolve disputes and identified compliance concerns.
Research and responds to questions from Departmental staff, insurance agencies, carriers and attorneys pertaining to workers’ compensation policy and rules. Supports and provides technical assistance to Division with claims review and processing.
Reviews and researches regulations, laws and policies to provide assistance to the public in evaluating claims and applications; investigates complex complaints and problems related to all areas of workers’ compensation administration, and consults with superior as needed.
Applies knowledge of workers compensation law to provide support related to Divisions administration of workers’ compensation benefits and regulatory oversight to further Departmental goals and objectives.
Maintains and engages in continuous and important contact with insurance carriers, claimants, medical providers and respective counsel relative to all areas of administration of workers’ compensation processes and benefits, and provides explanation and interpretation of technical information and about policies and regulations.
Communicates clearly and concisely both in oral and written form and works with individuals at all levels.
MINIMUM QUALIFICATIONS
Education: Bachelor’s degree from a recognized college or university with major study in pre-law, public administration, business administration, nursing, pre-med, personnel management. Each additional year of approved formal education may be substituted for one year or required work experience.
Experience: Two years of professional or paraprofessional experience in the workers’ compensation area involving case dispute resolution or evaluating workers’ compensation claims, with responsibility for planning, monitoring programs, or performing research. Each additional year of approved work experience may be substituted for one year of required formal education.
License/Qualifications : None required
SPECIAL REQUIREMENTS :
Selected candidate will undergo a criminal and motor vehicle record check in order to ensure suitability for exposure to confidential information
RECOMMENDED WORK TRAITS: Considerable knowledge of the organization and operations of the department or agency in which position is assigned. Considerable knowledge of the principles of administrative work. General knowledge of current literature in specialized field of work. Ability to write technical information. Ability to communicate effectively in oral and written form. Ability to establish and maintain effective relationships with governmental officials, other employees and the general public. Must be willing to maintain appearance appropriate to assigned duties and responsibilities as determined by the agency appointing authority.
