Qualifications:
  • Minimum of 5 years of related work experience in planning, estimating, monitoring, and project controls of rail transit construction/design-build projects or equivalent
  • Strong computer skills with thorough knowledge of construction industry cost estimating, budgeting principles, practices, and construction means and methods applicable to the heavy civil/rail transit field of work
  • Ability to understand and interpret written specifications, plans, and construction documents for work orders and build documents
  • Ability to effectively and tactfully communicate with clients, supervisors, and Project Team members

Responsibilities:
  • Create Cost Estimates and Project/Program Budgets for various design-build and construction efforts
  • Perform Project Site Visits to build and update various project estimates and budgets
  • Develop and present to the client and Project Management Team baseline and updated project budgets, cost projections/estimates-at-completion, and other cost analytics
  • Review, analyze, and comment on baseline contractor payment schedules and breakdowns
  • Create independent cost estimates for Change Orders/Additional Work Orders
  • Review contractor-submitted cost proposals for and create cost comparison documents
  • Assist in Change Order/Additional Work Order negotiations
  • Provide guidance relative to fair-and-reasonable nature of various contractor-submitted cost proposals and associated unit-cost prices as compared to industry standard pricing
  • Assist with cost/budget elements of Monthly Status Reporting
  • Attend and participate in project meetings as required
  • All related duties as assigned

Work Environment:
  • While performing the essential functions of this position, the employee is frequently required to assume a stationary position, handle, inspect, and feel documents, materials, and/or equipment relevant to the job and communicate about the same
  • The employee is also regularly required to move around on project sites and within buildings and other structures, including ascending or descending the landscape or on a ladder and positioning themselves appropriately to access necessary testing materials and equipment, frequently for prolonged periods
  • For rail transit projects, the job site will often consist of hazards associated with an operating rail transit system, including but not limited to trains traveling at high rates of speed adjacent to the work area, electrified third rail or catenary wire, stone ballast walking surfaces, track systems including running rail, concrete or creosote-soaked timber ties, and uneven ballast surfaces
  • The employee will also communicate with colleagues, supervisors, and clients utilizing Corporate and client e-mail and telephone systems.
