Applies highly specialized, advanced technical and/or professional expertise to conceive, develop, and deliver winning strategies and solutions for strategic business opportunities.
Principal Duties and Responsibilities (*Essential functions)
- As a member of the Solutions Group team, works with the Operational Vice Presidents, Business Development and Capture Manager personnel, Proposal Teams, Contracts, Pricing, Graphics Artists, Marketing, Human Resources, and Subject Matter Experts to develop winning solutions that integrate complex proposal requirements across technical, managerial, staffing, pricing, and solution delivery domains
- Analyzes operational activities of a military, governmental, or business system utilizing technical and/or professional expertise and identifies needs/gaps for optimized service offerings
- Leads the creation of solutions that meet cost, schedule, quality, and performance goals defined by the customer and corporate leadership
- Understands how to read and interpret all sections and requirements of a Department of Defense (DoD) and Federal Government solicitation and related documentation
- Researches and utilizes highly specialized, advanced techniques, methods, standards and frameworks to develop and provide solutions
- Supports the Capture Team in developing and presenting innovative solutions and options for customers early in the acquisition lifecycle
- Assists with determining win themes, identifying discriminators, selecting past performance citations, etc. and aligning them with an overarching solution framework
- Supports the Proposal Team in ensuring win themes, solutions, innovations/investments, and key performance measures are clear, consistent, identifiable, and compelling across all proposal sections; assists with compliance and color team reviews
- Collaborates across multiple internal teams during the full lifecycle of a business development opportunity to ensure successful delivery of solutions, from initial opportunity vetting through proposal submission and subsequent pre-award activities
- Assists in identifying investment and prototyping opportunities to support strategic new business pursuits
- Work is performed independently and as part of a larger team. Work is performed in an office environment with little or no adverse conditions. There are little or no physical demands associated with this job.
- Occasional travel to customer locations or events may be required
- Ability to work some evenings and weekends to meet critical proposal deadlines is required

Required Qualifications
- Bachelors Degree or equivalent
- Minimum of 20 years of experience developing integrated technical and managerial solutions for DoD and Federal Government Proposals, Task Orders, RFPs, RFQs, RFIs, BAAs, whitepapers, and/or commercial bids
- Direct experience as a solution architect leading all or a significant portion of a large, complex bid for the DoD or Federal Government from initial concept/whitepaper/RFI through bid submission and pre-award activities
- Demonstrated ability to translate technical capabilities and processes into effective, understandable, and compelling solutions applied to unique customer requirements
- Demonstrated ability to incorporate a customer’s technical, business, and practical realities into a proposed solution
- Experience developing price to win and price to perform
- Experience developing bottoms up and top down basis of estimates for staffing solutions
- Expert level understanding of industry leading standards and frameworks in IT, cybersecurity, software development, and/or business process management. Examples include but are not limited to PMP, ITIL, SAFe Agile, TBM, NIST Cybersecurity Framework.
- Experience with business development frameworks, methods, and tools to manage/automate capture and proposal processes
- Strong written and verbal communication skills
- U.S. Citizenship required; Must be able to successfully pass a criminal background check
- If not filled locally, travel to Huntsville, AL may be required, at times, to support proposal efforts
Preferred Qualifications
- Masters or PhD preferred
- Direct experience participating in or supporting the orals or written questions and answer (WQA) portions of a proposal response
- Awareness of new and emerging technology, trends and tools in areas such as Artificial Intelligence, Knowledge Management, Quantum Computing, and others
