Job Description
Position: Public Housing Specialist (open until filled)
Reports to: Director of Public Housing
Classification: Full-Time Fair Labor Standards Act (FLSA) Non-Exempt
Starting Salary: $37,440.00 - $41,600.00 Annual
General Statement of Duties:
Under the supervision of the Public Housing Director, the Public Housing (PH) Specialist is responsible for a wide range of property and case management responsibilities. These responsibilities include, but are not limited to, determining and documenting participant eligibility, processing annual and interim recertification’s, conducting inspections, lease enforcement, resolving tenant complaints, establishing and maintaining a positive working relationship with tenants, co-workers, the general public, and representatives of community service agencies.
Qualifications
- A Bachelor’s degree is preferred with an emphasis in business, public administration, the behavioral sciences, or other related field from an accredited college or university.
- Must have a minimum of a high school diploma /GED equivalent with 2 or more years of relevant (Public Housing, Housing Choice Voucher, housing assistance, or related social service department, case management, or property management) experience. May consider suitable combination of relevant work experience, education and training without a Bachelor’s degree.
- Strong written, verbal, analytical, technical and interpersonal skills, and integrity and ethics.
- Experience in general office procedures and practices: at least 2 years.
- Must possess or acquire a Public Housing Specialists Certification from a Department of Housing and Urban Development (HUD) approved organization, within six months of hire and possess a thorough knowledge of housing rules and regulations. Candidates who are currently certified in Public Housing Specialist or Housing Choice Voucher preferred.
Responsibilities
- Determine Annual Income in accordance with HUD rules
- Determine appropriate unit size in accordance with the ACOP.
- Obtain third party verifications of income and deductions (or documentation of why third party verifications are not present);
- Obtain and review Enterprise Income Verification (EIV) to verify household income and/or identify discrepancies. Document use of EIV in all tenant files accordingly;
- Calculate Adjusted Income, Total Tenant Payment (TTP), and utility reimbursements (if applicable) in accordance with HUD rules for initial, interim, and/or annual re-certifications. Notifies residents in writing.
- Track and compute Earned Income Disallowance (EID) for qualifying participants.
- Setup and maintain accurate and complete files with all related program documents
- Verify accounts receivable (i.e. tenant rent) and accounts payable (utility reimbursement if applicable) amounts calculated and recorded in housing software for accuracy.
- Works directly with the Maintenance Supervisor and Staff to identify past due work orders or deficiencies in the time it takes to complete work orders.
- Assist with collecting rent, security deposits, and other accounts receivable from residents; Post collections to resident accounts; Prepare receipts;
- Assist with performing move-in, move-out, and annual inspections of units and grounds in Uniform Physical Condition Standards (UPCS), of assigned units.
- Perform weekly site visits/onsite management
- Respond to applicants or other interested parties regarding program information, work orders, and other similar inquiries in a professional and courteous manner.
- Meet with tenant committees and tenant organizations as necessary.
- Prepare reports as requested on various aspects of Public Housing.
- Compose, type, and proofread letters and other documents for accuracy and compliance with departmental policies, laws and other regulations.
- Works cooperatively with other members of the Authority, adjusting workload as necessary when requested by thePublic Housing Director.
- Attends staff meetings and training sessions as scheduled and/or directed.
- Assists with special projects or activities.
- Maintain valid Florida Driver’s License
