Job Summary: Under the direction of the Energy Conservation Program Director, this position is responsible for conducting all on-site HVAC mechanical and weatherization Quality Assurance monitoring visits at client’s homes, to ensure compliance with program standards and regulations. Oversees weatherization work of internal crews, independent contractors, HVAC and insulation subcontractors. Approves change orders from HVAC and insulation subcontractors.

Scope of Supervision: HVAC and insulation contractors.

Priority Responsibilities:

• Prepare monitoring, training, and quality assurance reports.
• Assist with training of new auditors, AmeriCorps members, and interns as applicable
• Develop and deliver, in partnership with, training and technical assistance to Subcontractors, including, but not limited to, onsite trainings, webinars, in-progress inspections, energy audit desktop reviews.
• Assist with development of new programs/partnerships that can further the mission of the agency and department.
• Attend conferences, webinars, workshops, and training seminars that provide CEU opportunities and further improve the mission of the agency and department.
• Responsible for ensuring the accuracy and completion of all Work Orders prior to being dispatched.
• Research of new technologies, grant/funding opportunities, and other incentives that can be used to improve Energy Conservation/Weatherization’s services.

Duties and Responsibilities:

• Must perform all job functions of a Quality Control Inspector (QCI).
• Identify program requirements and implement
• Develop workforce energy programs to create a sustainable pipeline of new energy auditors and field staff; this may include attending public speaking events.
• In collaboration with Program Director and Program Manager, assist with the development of the short (annual) and long (3-5 years) planning to ensure delivery of the Minnesota Weatherization Program in compliance with all applicable requirements of the Weatherization contract, program policy and procedures manuals, directives, forms, applications and letters from Minnesota Department of Commerce. Develop department objectives and sets priorities consistent with the organization’s long-term strategies.
• Assist in developing and evaluating monitoring tools, checklists, programs, and objectives.

Requirements

Education, Experience and Certifications:

• MUST have BPI QCI certification
• Must have at least two years of professional level experience working in a low-income weatherization program or other energy conservation programs at the local, state, or national level OR in the residential construction industry, including construction, repair, rehabilitation, or inspection.
• Must have demonstrated experience with blower doors, digital manometers, pressure pans, duct blasters, and carbon monoxide testing equipment.
• Must have demonstrated experience with computerized and manual energy audits; preference may be given to candidates that have experience with Oakridge National Laboratory Weatherization Assistant Program 8.9, National Energy Audit Tool (NEAT) and Manufactured Home Energy Audit (MHEA).
• Must have some experience with providing trainings or presentations.
• Preference may be given to those with an associates or bachelor’s degree in a related field, such as public administration, construction management, business administration, information technology, etc.
• Must have knowledge of electrification and/or other future energy initiatives

Core Technology Competency: Level 1 - Intermediate 1

Driver’s License: Valid driver’s license and reliable transportation on a daily basis required. No major violations and no more than two minor violations in the last five years. Clean driving records are preferred.

Work Knowledge: Knowledge and experience of energy conservation programs available to low-income households; knowledge of alternate area community resources; knowledge of heating ventilation and air conditioning; and plumbing, heating, and building codes; knowledge of updated/current weatherization procedures; knowledge of applicable Federal, State, and local energy funding source guidelines, regulations, and requirements beneficial.

Physical Requirements: Must be able to successfully pass a Department of Transportation (DOT) medical examination. Must pass pre-placement physical testing (CRT). Physical exertion required: climbing heights; must be able to lift up to 50 pounds. Must be able to crawl, climb, and otherwise move about in confined spaces, often in dusty and dirty work sites.

Mental Requirements: This position requires an awareness of deadlines, the ability to handle and prioritize multiple tasks, and the ability to function independently. Position requires strong math and organizational skills. Requires the ability to manage in a team environment.

Environmental Requirements: Physical work environment includes dirt, dust, cold, heat, potentially hazardous materials and potential exposure to airborne fibers such as asbestos, fiberglass, cellulose and gases such as natural gas, carbon monoxide, radon and others. Ability to work in substandard housing conditions including temperature variations, mold, mildew, vermiculite, strong odors, household pets and various pests.
