This position will be shared with Bluegrass Care Navigators in Lexington, KY (PACE Center) and Hosparus Health in Elizabethtown, KY (PACE Center)

Position Summary:
The Regional Administrator of PACE Operations maintains overall responsibility for the oversight of a multi-site PACE program, including the effective planning, organization, administration, and evaluation of the program’s operations. The Regional Administrator drives key outcomes for the PACE program, such as staffing, quality, compliance, patient safety, financial viability, and relationship management with contracted providers. The position ensures program compliance with all Centers for Medicare and Medicaid Services (CMS) guidelines and manages the state and federal relationships surrounding the PACE program.

Position Duties & Responsibilities:
  • Responsible for successful and efficient oversight of all components of a multi-site PACE program, comprised of primary care medical clinics, 24-hour care delivery, preventive services, a provider and healthcare network that encompasses all Medicare and Medicaid services, therapeutic services, PACE centers and alternative PACE centers, home care, transportation, and Quality Assurance and compliance activities. Directs overarching PACE operational elements, including staffing, quality of care, safety, customer service, patient outcomes, and internal and external relationships.
  • Provides oversight and administration of program to include effective planning, organization, and evaluation.
  • Leads program managers. Ensures competent staff perform their functions within the center, and staff and contract providers are properly trained on all policies and procedures.
  • Confirms decisions about medical, social, and supportive services for PACE participants are made appropriately, based on need, and not unduly influenced by fiscal management.
  • Plans and directs all marketing and business development activities with the goal of growing enrollment through community outreach and eligibility assessment.
  • Guides respective organizations in areas of short-term and long-term planning. Develops strategic and business plans and routinely reviews against performance.
  • Serves as a liaison between the PACE program and other organizational programs and services. Facilitates communications between PACE sites as needed.
  • Responsible for the financial outcomes of the program. Completes an annual operating and capital budget; reviews monthly financial statements and researches variances.
  • Develops, manages, and monitors appropriate quality assurance and safety systems and programs collaboratively with each organization’s quality, risk, and compliance programs.
  • Delivers excellent customer experience to program enrollees, their families, or sponsors.
  • Ensures that the program complies with all Centers for Medicare and Medicaid Services (CMS) guidelines. Ensures compliance with federal and state regulations and licensing, accreditation, and certification requirements of all departments.
  • Leads advocacy and problem-solving efforts at the local, state, and national level; actively participates in conferences and advocacy activities and creates opportunities to spearhead mutually beneficial programs.
  • Actively participates and engages with other community programs, services and organizations that provide care to seniors and the seriously ill.
  • Identifies and collaboratively addresses any areas of opportunity related to efficiencies in daily operations, compliance and regulatory concerns, and education needs/opportunities.
  • Works collaboratively with respective organizations to drive workforce engagement and positive employee experience. Cultivates a supportive and inclusive work environment for all employees through continuous development, modeling inclusive behaviors, and proactively managing bias. Assists in the resolution of employee relations issues.
  • Regularly attends interdisciplinary team meetings, team staff meetings and other meetings as assigned to evaluate center operations. Accessible to assist PACE center manager(s) and additional PACE program personnel as appropriate. May assist in managing center duties and responsibilities during extended absences or vacancies, staffing challenges, or other scenarios as needed.
  • Shares information, knowledge, concerns, and expertise through staff meetings, in-services, and assisting in the orientation and education of new employees.
  • Effectively communicates to a variety of audiences using tact, sensitivity, sound judgment, and professionalism. Establishes channels for cascading of internal information and messaging. Identifies best practices in communicating to diverse external stakeholders.
  • Other duties as assigned.
Position Qualifications:
  • Bachelor’s degree strongly preferred. May consider a combination of education and significant management/leadership experience.
  • Minimum one (1) year experience working with the frail and elderly; previous experience with PACE, or in a home care or post-acute healthcare setting preferred. Strong understanding of geriatric patient population, underserved/underrepresented communities and the seriously ill, including the long-term care eligible population.
  • Minimum five (5) years experience in developing, marketing, and scaling programs/services. Must possess strong financial and budget management skills and demonstrate ability to build effective teams.
  • Ability to work with minimal supervision, take initiative, and make independent decisions.
  • Flexibility to support a multi-site program and ability to regularly travel within a regional service area.
  • Strong written and verbal communication skills, as well as the ability to effectively communicate with all levels of the organization and community stakeholders.
  • Excellent organizational skills with ability to prioritize, coordinate and simultaneously maintain multiple projects with high level of quality and productivity.
  • Strong analytical and problem-solving skills.
  • Food handling permit required, to be completed upon hire.
