CCSDP SIDIQ Manager

Democracy International (DI) is seeking to hire a CCSDP IDIQ Manager for the anticipated five-year Compliance and Capacity Support for Diverse Partnerships (CCSDP) IDIQ funded by USAID. The primary objective of the CCSDP Contract is to ensure that new, nontraditional, local partners and governments have the capabilities and resources to serve as prime partners for USAID programming; along with ensuring that USAID is effectively equipped to reduce the risks associated with local partner implementation. The contract would provide Missions and OUs with the following services: support for Mission staff to improve local partnership; third party monitoring; risk assessment; and capacity strengthening for local actors - ensuring that new and local partners and governments have the capabilities and fiduciary integrity to serve as prime partners. This will be a full-time position based in Bethesda, Maryland and will be contingent on award and funding.

The IDIQ Manager will have overall responsibility for the award, including administration, management, monitoring and evaluation, reporting, program development, and administration of program activities. The successful candidate must have significant international program management experience in monitoring, evaluation, and learning, risk managing, and local capacity strengthening. They will serve as the primary point of contact between USAID and the DI program.

Essential Job Duties:

The position’s responsibilities will include:
  • Provide technical and strategic leadership on all program activities, including matters of budget, compliance, and reporting;
  • Serve as the Contractor’s primary point of contact (POC) with the IDIQ COR and CO for IDIQ matters;
  • Provide central management and oversight of Task Orders under this award, working collaboratively with USAID central and field project managers, technical officers, Contracting Officers, and the IDIQ COR;
  • Responsible for coordination across Task Orders, including: mentoring, training, and guiding Contractor Task Order staff; general management oversight on all Contractor Task Orders under this award; and quality control and timelines of all deliverables;
  • Work with USAID to resolve issues (across Task Orders or at individual Task Order levels if appropriate) and share lessons learned and best practices;
  • Ensure regular data collection and information management across Task Orders to contribute to USAID’s learning agenda on preventing armed conflict and violence;
  • Manage the preparation and presentation of all work plans, MEL plans, and reports;
  • Collaborate with USAID staff to achieve all program goals;
  • Serve as technical lead in designing, implementing, and overseeing the aspects of the activities;
  • Represent DI externally at meetings, workshops, and other events;
  • Act as a key liaison with the host country governments, USAID offices and missions, and international and civil society organizations in multiple countries and Washington, DC, including with regard to oversight, reporting, and compliance;
  • Manage a diverse team of implementing partners and project staff members across multiple countries;
  • Travel to program locations to lead implementation of activities, and
  • Provide technical assistance, as needed, to program partners, grantees, and beneficiaries.
Administrative
  • Continue to build and lead DI’s dynamic CCSDP team;
  • Approve expenditures and other financial transactions in accordance with DI and USAID policies and practices;
  • Liaise regularly with USAID, local staff and partners, STTAs, and DI’s home office to ensure that deadlines are met and high-quality deliverables are completed and submitted in a timely manner; and
  • Manage relationships with local partners and government, civil society representatives and international donor representatives.

Secondary Job Duties:

  • Contribute to ongoing Democracy International business development efforts around the world.

Qualifications:

  • Master’s degree or higher in international development, political science, management, or other relevant field;
  • 5 years of exceptional experience leading donor-supported development programs of similar size and complexity;
  • Minimum of 5 years of experience with USAID compliance and reporting requirements as well as a thorough understanding of the USAID regulatory environment;
  • In-depth familiarity with, understanding of, and ability to successfully navigate within various country contexts;
  • Demonstrated experience working in close coordination with a donor or other partners, including formal and/or informal local/regional actors;
  • Demonstrated capacity to develop local partner capacity and to effectively identify and engage local partners in the implementation of their programming;
  • Strong cultural competence and success working with staff and partners from a variety of backgrounds and in a verity of contexts;
  • Demonstrated ability to coordinate and collaborate with a diverse set of stakeholders including private sector, public agencies, companies, youth groups, CSOs, and other development partners;
  • Demonstrated financial, human resources, procurement, and administration competences;
  • Experience and technical expertise working on monitoring, evaluation, and learning support, risk mitigation support, and local capacity strengthening;
  • Professional fluency in English.

Reporting:

  • This position reports to Director of Program Management.
