Project Background
The Health Systems Strengthening Accelerator (Accelerator) is a global initiative, funded by USAID with co-funding from the Bill & Melinda Gates Foundation (BMGF), that supports countries as they tackle vexing health systems challenges and accelerate progress toward high-performing, sustainable health systems. The Accelerator is led by R4D with support from the Health Strategy and Delivery Foundation (HSDF, headquartered in Nigeria), ICF, and a growing number of global, regional, and local partner organizations.
Through funding from the Leahy War Victims Fund (LWVF), the Accelerator partnered with the Joint Learning Network for Universal Health Coverage (JLN) to facilitate cross-country dialogue on rehabilitation in health systems and UHC. As a first step, the Accelerator and the JLN co-hosted a public webinar on Rehabilitation and Universal Health Coverage in February 2022 and then hosted a Virtual Roundtable Series on Integrating Rehabilitation into Primary Health Care from November 2022 to January 2023 with 18 countries represented. The roundtables surfaced clear country demand for guidance on how to improve awareness of what rehabilitation is, why it is important, and its benefits.
In response to this demand, the Accelerator will lead the
Strategic Communication for Rehabilitation in UHC activity, to empower rehabilitation stakeholders to implement strategic communication and advocacy initiatives to promote rehabilitation in UHC. The activity will adapt the JLN Strategic Communication for UHC Practical Guide and accompanying Planning Tool alongside rehabilitation advocates from four countries and test different solutions to improve strategic advocacy efforts. These tools are intended to provide actionable guidance for communicating effectively to support broader UHC policy initiatives and can be adapted for rehabilitation. Participants will follow the first two phases of the guide – (1) identify communication priorities for rehabilitation and (2) develop an action plan. Where possible, the Accelerator may support rehabilitation stakeholders with the final phase (3) to implement and adapt the action plan through in-kind support for communication efforts.
Specific objectives for this activity include:
- Equip rehabilitation advocates with tools and resources to effectively advocate for rehabilitation in UHC to other stakeholders (HSS, financing, UHC) where advocacy is needed
- Support cross-country experience-sharing and learning to identify common challenges and practical approaches to raising awareness of the importance of rehabilitation
- Promote global and country-level discourse on the role of rehabilitation in UHC
Opportunity
- The Accelerator is seeking a strategic communication expert consultant who will serve as a member of the cross-country facilitation team on this rehabilitation-focused activity. The consultant will provide best practices and tailored guidance to country stakeholders on awareness raising and advocacy for rehabilitation in UHC and deliver responsive and high-quality facilitation on topics related to strategic communication for rehabilitation. The expert consultant will complete the following illustrative tasks:
- Contribute with technical expertise and recent evidence on effective strategic communication efforts, including best practices/approaches.
- Work with the Accelerator team to prepare and facilitate bi-monthly virtual webinar sessions with country teams as they work through sections of the Practical Guide and Planning Tool.
- Work with the Accelerator team to prepare and facilitate monthly check-ins with country teams to develop and finetune their individual action plans.
- Work with country teams to identify and prioritize communication objectives, analyze stakeholders, prioritize audiences and develop key messages and choose tactics to deliver messages.
- Work with individual country teams to write, review, provide input to and/or edit specific priority communication materials.
- Work with additional resource persons as needed to provide technical support to the country teams.
- Support the development of case studies overviewing countries’ experiences in applying the Practical Guide and Planning Tool.
- Participate in regular meetings with the Accelerator facilitation team.
- Other responsibilities as agreed upon with the Accelerator team.
Qualifications
- Advanced degree in the field of journalism, communications, social science, public health, development, or similar field.
- Demonstrated track record in developing strategic communications for public health reforms, UHC, advocacy and/or policy change.
- 8+ years of work experience in drafting strategic communication documents targeting key external stakeholders, including policymakers, donors, decision makers and political leaders.
- Must be an expert facilitator with demonstrated experience/skills in planning and facilitating virtual workshops or webinars (Zoom).
- Demonstrated skills in process facilitation and stakeholder management across diverse groups, including government and development partners.
- At least 5 years of experience in drafting communication products and materials (reports, advocacy documents, articles, op-eds, online/social media content, etc.)
- Experience synthesizing distilling complex technical topics into relatable content for broad audiences, particularly in the area of public health.
- Experience analyzing and interpreting data and articulating related key findings in accessible communications products.
- Knowledge of rehabilitation services in health systems and UHC will be considered an asset.
- Full professional fluency in English, including excellent written and verbal communication skills, report writing and presentation skills. Additional language abilities also valuable.
