Title: Road & Bridge Parts Clerk

Position Status: Non-Exempt

Department: Road and Bridge

General Statement of Duties:

This position is responsible for the day to day management of the Road & Bridge parts inventory including maintaining inventory records, managing inventory stock levels, ordering of stock parts, and disbursal of parts to facilitate department operations. Responsibilities include coordination with various department foremen and administrative staff to ensure the integrity of inventory management processes.

Reporting Structure:

The Parts Clerk reports to the Road & Bridge Fleet Foreman

General Duties:

  • Manage Parts Room Stock Inventory
  • Complete Inventory Data Entry and Data Management
  • Disburse Parts

Essential Duties and Job Responsibilities:

Duties may include, but are not limited to the following:

  • Responsible for daily management of Road & Bridge parts inventory including monitoring of stock part levels, reordering of stock parts, disbursal of parts to facilitate departmental objectives, and ordering of non-stock parts as authorized by Fleet Foreman and/or Road & Bridge Supervisor
  • Conducts regular inventory counts including at least one full count annually and quarterly cycle counts
  • Prepares and submits inventory reports to Road & Bridge Supervisor for approval and to County Administration for monitoring and auditing
  • Serves as subject matter expert on inventory for purposes of annual financial audit and serves as an advisor to the Fleet Foreman, Road & Bridge Supervisor, County Administrator, Finance Officer, and Board of County Commissioners as needed regarding inventory management topics
  • Works cooperatively with county administration in the development and implementation of GAAP compliant inventory management protocols
  • Regularly monitors inventory reorder reports to ensure that stock part inventories are maintained at pre-determined levels
  • Serves as an advisor to the Fleet Foreman and Road & Bridge Supervisor regarding part volumes, inventory needs, pricing negotiation, and various policies and procedures related to inventory management
  • Reviews and monitors various reports, work schedules, and budgets and provides related advisement to the Fleet Foreman, Road & Bridge Supervisor, County Administrator, other department foremen, and Board of County Commissioners as requested
  • Adheres to department policies and procedures in support of completion of departmental objectives
  • Seeks, negotiates, and presents contracts necessary for the completion of departmental tasks under the direction of the Fleet Foreman
  • Communicates with the general public, vendors, and various levels of internal customers in the conduction of County business with professionalism and courtesy
  • Follows all applicable safety regulations and procedures
  • Establishes and maintains positive and effective working relationships with outside contractors and vendors
  • Performs other duties as assigned or required

Required Knowledge, Skills, and Abilities:

  • Ability to communicate effectively using both verbal and written communication skills
  • Ability to maintain a high level of day-to-day communications and contact with department supervisors, vendors, employees, and the general public
  • Ability to adjust flexibly to new situations encountered on a daily basis and ability to learn new duties quickly
  • Maintains a constructive working relationship with employees in various departments at all levels of the organization
  • Ability to manage various tasks and duties simultaneously
  • Works effectively both independently and as a member of a team
  • Ability to think critically and identify problems, research potential solutions, and incorporate appropriate resources when necessary at an above-average level
  • Ability to utilize various levels of technology in the conduction of business including Microsoft Office suite, timekeeping systems, fleet management systems, and various operational software systems
  • Must arrive at work or at assigned locations punctually and attend work with minimal absences
  • Must be available for emergency situations and to serve in an on-call capacity when necessary

Education/Experience:

Minimum education of a high school diploma or GED equivalent required. Valid driver’s license required.

Above-average knowledge in mechanics, public works, or materials management. Experience in personnel management and coordination of multi-team projects preferred. Working knowledge of office management functions including inventory and asset management, budgeting, accounts payable, and payroll. Knowledge of industry-specific safety and regulatory requirements.

Physical Demands:

Work is performed in a variety of conditions, some hazardous, and regular exposure to elements such as extreme heat, cold, humidity, or dampness as well as loud noise, mechanical and electrical hazards, fumes, odors, dusts, chemicals, and poor ventilation is expected. Must have the ability to conduct activities including substantial sitting, walking, and standing. Ability to lift and/or carry, push and/or pull burdens weighing at least 60 pounds on a regular basis. Ability to grasp and manipulate tools and equipment and operate heavy equipment. Ability to complete tasks requiring frequent and repetitive stooping, kneeling, bending, crouching, crawling, climbing, twisting, and reaching. Ability to distinguish depth and see objects in a wide field of vision including varying depths and lighting conditions. Ability to communicate via telephone or radio and to distinguish telephone, radio, equipment, and other auditory tones. Mental application utilizes memory for details, complex instructions, emotional stability, creative problem solving.
