What You Will Do

The Science & Technology Facilities Operations (STO) Deputy Director (DFOD) is responsible for supporting Biological, Chemical, Radiological, Explosives and Nuclear Facilities (less than Hazard Category 3) within the STO facility portfolio. It is the responsibility of the FOD to ensure that the facilities are operated and maintained in a safe and secure manner and in a ready state for mission execution. The FOD provides organizational leadership for facility Maintenance, Operations, Engineering Services, and Project Management. This position will report directly to the STO Facility Operations Director.

The responsibilities of an Operations Manager 5 include, but are not limited to, the following:

• Responsible for all aspects of personnel management, including but not limited to: managing headcount, forecasting and budget(s) associated with group, directing assignments, employee hiring and onboarding processes, providing continuous performance management and feedback to further develop staff including annual performance discussions, identification of growth opportunities and ensuring proper team recognition and appreciation.
• Ensures safety, security and regulatory compliance; manage authorized facility safety basis and authorization agreements.
• Determines organizational objectives and interprets Laboratory policies.
• Negotiates with customers or management regarding matters of significance to the organization.
• Establishes operational objectives and work plans, and delegates assignments to subordinate managers.
• Manages the development of facility operating limits and/or packaging regulations and requirements including the review, approval, and assessment of all facility operations, including new activities.
• Notifies, investigates and reports abnormal occurrences.
• Manages investigations following abnormal occurrences to identify and correct the cause of the event and properly report it in accordance with Department of Energy (DOE) and LANL directives.
• Regularly interacts with executives and/or major customers from multiple disciplines [both direct and indirect].
• Manages activities through first or second level managers.
• Ensures budgets and schedules meet Laboratory requirements
• Defines and recommends organizational objectives, develops specific short-term and long-range plans, and monitors progress to assure work objectives are attained and schedules are met.
• Provides input for budgets; reviews applicable segment of budgets in relation to facility objectives to ensure cost effectiveness.
• Provide oversight on project activities to help ensure that projects are being executed safely, securely, and compliantly.
• Other duties as assigned.

What You Need

Minimum Job Requirements:

• Demonstrated record of superior, proven leadership including promoting teamwork, consensus building, mentoring and motivating peers and subordinates across division lines.
• Extensive experience with a Formality of Operations program.
• Experience with facility management and infrastructure programs, particularly in the areas of maintenance, construction, and project management.
• Understanding of abnormal event reporting and experience to include running critiques, reviewing root cause analysis and lessons learned.
• In depth knowledge of work hazards, safety programs, lock-out/tag-out requirements, and facility policies and procedures.
• Excellent oral/written communication skills to include presentations and report writing.
• Ability to negotiate with customers or management, and influence senior-level leaders regarding matters of significance to the organization.
• Ability to obtain an active Q clearance.

Education/Experience: Position requires a Bachelor's Degree from an accredited institution and 12 years related experience; or, an equivalent combination of education and experience directly related to the occupation.

Desired Qualifications:

• Extensive experience leading large groups of personnel through complex technical projects exceeding the minimum required years of experience.
• Understanding of financial processes and requirements for an organization.
• Requirements for DOE Nuclear Facilities, which establishes entry-level requirements to ensure candidates selected for specific positions can successfully perform the requirements of the job.

Work Location: The work location for this position is onsite and located in Los Alamos, NM. All work locations are at the discretion of management.

Position commitment: Regular appointment employees are required to serve a period of continuous service in their current position in order to be eligible to apply for posted jobs throughout the Laboratory. Additional Details

Directive 206.2 - Employment with Triad requires a favorable decision by NNSA indicating employee is suitable under NNSA Supplemental Directive 206.2. Clearance: Q(Position will be cleared to this level). Selected applicants will be subject to a background investigation conducted by or on behalf of the Federal Government, and must meet eligibility requirements* for access to classified matter. This position requires a Q clearance. and obtaining such clearance requires US Citizenship except in extremely rare circumstances. Dependent upon the position, additional authorization to access classified information may be required, which may or may not be available to dual citizens. Receipt of a Q clearance and additional access authorization ultimately is a decision of the Federal Government and not of Triad.

• Eligibility requirements: To obtain a clearance, an individual must be at least 18 years of age; U.S. citizenship is required except in very limited circumstances. See DOE Order 472.2 for additional information.

New-Employment Drug Test: The Laboratory requires successful applicants to complete a new-employment drug test and maintains a substance abuse policy that includes random drug testing. Although New Mexico and other states have legalized the use of marijuana, use and possession of marijuana remain illegal under federal law. A positive drug test for marijuana will result in termination of employment, even if the use was pre-offer.

Regular position: Term status Laboratory employees applying for regular-status positions are converted to regular status.

Incentive Compensation Program: Position is eligible to participate in the Triad Incentive Compensation Program. You must be in an eligible position for a minimum of 3 months, before July 1st and remain in an eligible position as of the end of the fiscal year, October 31st. The annual distribution is prorated based on the number of months in the eligible position.
