Major/ Deputy Security Operations Manager

Purpose:
To provide adequate direction and guidance for the position of Major/Deputy Security Operations Manager. The below outlined duties and responsibilities shall be used to assist him/her in their respective duties.

Scope:
The provisions of this procedure apply to the Major/Deputy Security Operations Manager employed by GardaWorld Security, assigned to the International Monetary Fund contract. In addition, all employees accountable to this position will be subjected to this procedure.

Authority:
The Major/ Deputy Security Operations is the contractor's representative who operates in direct coordination with the Security Operations Manager. The Major/Deputy Security Operations Manager assist the Operations Manager in overseeing, monitoring, and directing all aspects of the uniformed security force. The Shift Managers (Captains) will report directly to this position and provide up-to-date information on pertinent contract events. In turn, the Major/Deputy Security Operations Manager will report directly to the Security Operations Manager.

Procedure:
This is a uniformed position and is staffed in the following manner:
  • Monday thru Friday, during regular office hours of 8am to 5pm, and Saturday & Sunday, on an "as-needed" basis, for a minimum of forty (40) hours per week. Random post checks of all posts will be performed during office hours, after hours, weekends and/or holidays for all 3 shifts, once a month. In return, time off during same workweek may be allotted at Project Manager and/or Security Operations Manager's discretion.
  • Major/Deputy Security Operations Managers are required to work an average of five (5) days a week, eight to ten (8 - 10) hours a day but must have the flexibility to be available to respond to emergency security matters outside routine work hours.

Principal Duties and Accountability
  • Assists the Operations Security Manager in providing day to day oversight of all security operations of uniformed security personnel assigned to this client.
  • Provide direct supervision to uniformed personnel to include officers, Sergeants, Lieutenants and Captains.
  • Prepare and distribute the weekly operations schedule to include performing daily time and attendance data entries (WinTeam).
  • Liaison with key GardaWorld Regional and Corporate support staff, along with key Security Service Division (SSD) personnel while conducting job duties in accordance with the performance requirements of the contract.
General Duties

The Major/Deputy Security Operations Manager will perform the following functions:

Operational Responsibilities

Provide management interface, direction, guidance, and supervision to all GardaWorld Security uniformed employees assigned to this client.
Maintain all contractual responsibilities, goals, objectives, and functions.
Performs security analysis, develops quotes and coordinates security coverage for ad-hoc extra coverage events
Conduct 6-month review of operational procedures (Post Orders), suggesting improvements, and initiating implementation as authorized by the MSS and/or security official
Provide contract-related operational briefing to client during weekly meetings
Develop, manage, and report on inspection programs.
Direct oversight of large-scale special events to include, but not limited to Spring Meetings, Annual Meetings, and site Christmas party.

Administrative Responsibilities

Maintain sound and effective labor relations with GardaWorld Security Services employees and GardaWorld Security Services Regional and Corporate Support staff.
Developing, managing, and maintaining all services necessary to meet all local and national regulatory requirements, inclusive of applicable health and safety requirements
Generating disciplinary actions for employee violations
Submission of reviewed weekly operating schedule and timesheets to payroll department
Processes termination/resignation packages upon employee departure.
Interview and recommend external candidates for employment and capacity
Preside over internal employee promotions board as chairperson, and provide final recommendation

All additional duties as directed by Manager of Security Services or Security Division official.

Operational Norms
  • The Security Operations Manager must be properly informed of all urgent and/or emergency situations in near real time.
  • The Security Operations Manager is to receive a daily briefing of all pertinent occurrences to include, but not limited to operational concerns, counseling sessions with officers and/or supervisors, information obtained through grapevine, or items of concern requesting immediate attention, or no later than close of business on date of occurrence.
  • Advise of ongoing projects or communications with supervisors / officers in near real time whether PM is off site, during off hours or away on official company business
  • Specifically notify PM of critical information prior to dissemination
  • Monitor (incoming calls, missed calls and/or emails) during off-hours and/or while off site

Conclusion

It is the objective of the Major/Deputy Security Operations Manager position to assist in ensuring that all GardaWorld employees assigned to this site adhere to all policies, procedures, post orders, general orders and District Manager Directives. In addition, maintain a professional demeanor, appearance, and work ethic. Furthermore, all contractual obligations must be fulfilled at all times and if deficiencies are noted in our procedures, then the necessary corrective actions must be taken in an effective and efficient manner.
