Current Assignment
The San Francisco Bay Area Rapid Transit District (BART) is recruiting to fill an analyst position in the Classification & Compensation/HRIS Division of the Human Resources Department. The position will be filled at either the journey level of Classification & Compensation Analyst or the advanced journey level of Senior Classification & Compensation Analyst, depending on the experience and qualifications of the person hired.
The San Francisco Bay Area Rapid Transit District (BART) is recruiting to create a list of candidates for the Senior Classification & Compensation Analyst job classification in the Classification & Compensation/HRIS Division of the Human Resources Department. There is currently one (1) vacancy that will be filled from the list. However, the list may be used to fill any other vacancies that occur within the following one-year period.
Under general supervision, the incumbent will provide highly technical subject matter expertise on classification and compensation projects and assignments, including those related to salary analysis and determinations, market pricing, and salary administration; will develop and establish new and updated job classification specifications; partner with various departments to settle classification and compensation discrepancies with unions; maintain classification data and files; administer BART's temporary upgrade process; assist with labor relations costing functions, including grievance settlement and/or contract proposal costings; and perform related duties as required.
This position requires a fast-paced, highly analytical approach with a systems mindset. Ideal candidates will demonstrate the following strengths during the selection process:

Essential Job Functions
- Uses analytical problem-solving skills to assist with the day-to-day activities of the Classification & Compensation division efficiently and effectively.
- Administers the Districtwide Temporary Upgrade program with knowledge of the District’s classification and pay structure using Oracle/PeopleSoft HCM.
- Provides excellent internal and external customer service in collecting information, identifying issues, researching problems, interpreting and explaining human resources policies, and directing individuals to the appropriate source for resolution. Elevates issues to next level when needed. Keeps supervisor informed of any issues that may have an impact on the division or department.
- Assists with the collection of data for labor costings, compliance audits, public information requests, and District/Union negotiations. Develops and runs standard queries and reports using PeopleSoft Query Tool and Microsoft Excel. Works with stakeholders to ensure information and report design not only provides information being requested but also meets the stakeholder’s actual needs.
- Analyzes employee salaries for the purpose of making initial salary offers to salaried employees; conducts external market studies for the purposes of determining the District’s placement in the local/national market with respect to compensation.
- Works with Districtwide subject matter experts to conduct job analysis for the purposes of establishing new classifications, including job description, or updating existing classifications/job descriptions.
- Serves on teams within the division, department, or District to communicate information or to work towards implementing or improving processes related to Human Resources. Continuously works in a productive and professional manner.
- Assists with on-going or special projects such as Oracle/PeopleSoft system upgrades and enhancements, other system implementations, etc.
- Stays abreast of new trends, legislation and innovations in the field of human resources and technology.
- Keeps electronic and manual files and documents organized and up to date, and performs other related duties as assigned.
Minimum Qualifications
Education
Possession of a Bachelor’s degree from an accredited college or university in Business Administration, Public Administration, Human Resources or a closely related field.
Experience
The equivalent of three (3) years of professional verifiable experience in classification and compensation, human resources, or related experience.
Or
The equivalent of three (3) years of professional verifiable experience in professional budgetary, financial or management analysis experience.
Substitution
Additional experience as outlined above may be substituted for the education on a year-for-year basis.
Selection Process

The selection process for this position may include a skills/performance demonstration, a written examination, and a panel and/or individual interview.
