Senior Contracts Manager
The Senior Contracts Manager is responsible for the formulation and enforcement of contracts policies, procedures, methods, operating practices and performance standards for assigned programs consistent with corporate policies and procedures. The Senior Contracts Manager will perform cradle to grave contract management which will include, but is not limited to, supporting proposals, prioritizing contract actions, assisting with resolution of complex issues, and negotiating proper contract terms and conditions to mitigate risk for the company. Research, analyze, coordinate, develop and maintain documentation in compliance with company policies and procedures, Government regulations, and contractual requirements. Experience supporting large, complex DoD contracts is preferred. This is a remote position.
Essential Responsibilities:
1) Development and coordination of various types of complex agreements and other contract/legal documents with accounting, legal, program management and other organizations as required by corporate policies and procedures.
2) Participates in business development initiatives to include development and review of proposals including contract and business information ensuring compliance with Request for Proposal (RFP) requirements and Company procedures. Prepare the formal proposal submission to the customer and lead negotiations with the Customer as required. Participate in contract set-up process upon award.
3) Manages contract responsibilities and effectively communicates with internal and external customers to achieve operational and financial objectives.
4) Reviews and executes contracts, contract modifications, and proposals for completeness, compliance, and accuracy.
5) Advises and guides management of contractual rights and obligations and provides interpretations of terms and conditions.
6) Ensures contract information in electronic contracts management system is current, accurate, and complete.
7) Assist the compliance department and other functions with audits and reviews of contracts and responding to data calls.
8) Reviews and resolves issues affecting assigned business line on company compliance and ensures satisfaction of requirements, company and customer objectives. Issues contractual correspondence including evaluating and responding to annual CPAR or other performance assessments.
9) Negotiates proposals, contract modifications, and agreements as required within the limits of authority.
10) Manages and integrates daily work activities of assigned employees to ensure effective efficiencies in compliance with corporate, contract and legal requirements.
11) Develops, trains and mentors lower level employees in Contract Administration process.
Perform all other position related duties as assigned or requested.
Minimum Position Knowledge, Skills, and Abilities Required:
Bachelor’s degree in an associated discipline. Two (2) years Contracts Management or related field experience can be substituted for each year of the four (4) years of college. Prefer at least five (5) years supervisory/management experience. Ten (10) years of experience in contract administration. Thorough knowledge of the Federal Acquisition Regulation (FAR), Defense Federal Acquisition Regulations Supplement (DFARS) and related federal and state legislation and regulations. Demonstrates proficiency in Microsoft Office applications, specifically PowerPoint, Word, and Excel. Knowledge of Service Contract Act, the Fair Labor Standards Act, and Truthful Cost or Pricing Data Act. Familiar with the Export Administration Regulations (EAR) and International Traffic in Arms Regulations (ITAR) if required for contract. Familiar with General Accounting Practices (GAP). Knowledge of Cost Accounting Standards (CAS). Excellent oral and written communications. Effective leadership and interpersonal skills. Strong critical thinking and analytical skills. Active security clearance or ability to obtain a clearance preferred. US citizenship is required.
