Overview:
The Warm Scottish Welcome team
Our mission is to develop the data platform and digital services enabling Scotland to support displaced people coming to Scotland. These services include capturing offers of accommodation and providing tools to help the process of matching displaced people to those offers.
Our immediate focus is those affected by the war in Ukraine. Having spent time with people displaced by the conflict we’re enormously proud of enabling Scotland to provide sanctuary immediately, welcoming significant numbers with the right safeguards in place.

Operating at pace in a complex, rapidly evolving context users are at the heart of our approach – displaced persons, local authorities, people offering accommodation and many more.
We are comfortable responding quickly to changing priorities, making decisions and shipping features quickly. We are committed to delivering and supporting each other in achieving this actively encouraging and experimenting with new ways of working.
Our multi-disciplinary team are delivering applications to help house displaced people from Ukraine, with a long-term vision to design, build and manage a data platform to build additional applications on.
Responsibilities:
Working across the whole WSW team you will own the overall roadmap, overseeing delivery plans for each service – currently including the Data Platform, Offers of Accommodation and Accommodation Matching application.
Working with the Programme Manager you’ll help with reporting and governance, ensuring stakeholder expectations are managed by providing a clear view on progress, risks and opportunities.

Our growing multi-disciplinary team includes specialists in User Research, Service Design, Business Analysis, Software Engineering, Product and Delivery Management.

Responsibilities:
How will you spend your time?
Working across the whole WSW team you will own the overall roadmap, overseeing delivery plans for each service – currently including the Data Platform, Offers of Accommodation and Accommodation Matching application.
Pragmatic and empathetic, you’ll be instrumental in balancing rapidly changing priorities and managing multiple stakeholders while ensuring teams are supported and able to focus on delivery. You’ll identify and resolve broader issues encouraging the piloting and adoption of new approaches which could benefit teams.
Working with the Programme Manager you’ll help with reporting and governance, ensuring stakeholder expectations are managed by providing a clear view on progress, risks and opportunities.
Specific Duties:
- Deliver and build out the Programme’s roadmap in collaboration with the Service Owner and Product Manager
- Focus the team on what is most important to the delivery of products and services. Break down the work and, working with the Product Manager, focus the team on priorities making clear, pragmatic and manageable plans
- Build, maintain and mature a motivated and collaborative team, ensuring they are working effectively in an agile way, creating a supportive delivery environment underpinned by wellbeing
- Encourage and facilitate continuous improvement of the delivery team
- Delivery Practice to ensure consistent best practice in the division’s delivery management space

Essential Criteria & Qualifications:
No formal qualifications are required, the
essential criteria for this role are: -
- Clear track record of managing and delivering large and complex programmes from discovery to live, working with internal and external suppliers.
- Adept in Agile and Lean practices, and an ability to coach within and outside of your team.
- Experience of creating clear, pragmatic and manageable plans for project delivery, and tracking and reporting on progress, aligning and managing resources appropriately
- Ability to balance multiple priorities and dealing with ambiguity within a digital environment

Remote Working
We operate a flexible location policy, with a contractual named base in Scotland of either Victoria Quay, Edinburgh or Atlantic Quay, Glasgow.
Currently the team is working on a remote basis typically spending 1-2 days per month in either named base. . If preferred you can of course spend more time working at the base office (or an alternative Scottish Government office subject to availability). Commuting costs to the named base office are not reimbursed
While staff are assigned to the base office, there may be a need for travel to other Scottish Government offices/other locations depending on assigned work.

- Salary between £52,355 and £65,276
- £5000 Digital (DDaT) Pay Supplement after a 3 month qualifying period ***
