What you will do!
Are you ready to lead and innovate in the field of public health data analysis and visualization? As a Senior Developer/Business Analyst, you will provide technical expertise on the design, integration, and development of Power Platform applications. You will also play a critical role in supporting informed decision-making by developing and implementing Business Intelligence (BI) and visualization tools.
In this dynamic role, you will take on leadership responsibilities, guiding the evolution of Power Platform systems development and quality. You will act as a mentor for other staff, helping them to adopt and utilize these systems to their fullest potential.
As part of a team of experts, you will be responsible for the technical direction of software systems, working closely with stakeholders to ensure that information systems are integrated, installed, and maintained effectively.

MINIMUM REQUIREMENTS: (Please clearly outline how you meet the minimum requirements and special qualifications in your application/resume/cover letter. Failure to do so might disqualify you from consideration)
(a) Six (6) years of information systems experience in application development.
OR
(b) An Associate's degree in Computer Science, Information Technology, or related field, OR completion of a two (2) year accredited vocational training program in information technology or related field;
AND
four (4) years of information systems experience in:
application development.
OR
(c) A Bachelor's degree in Information Technology, Computer Science, or related field
AND
two (2) years of information systems experience in:
application development.
(d) Master's degree in Information Technology, Computer Science, or related field may substitute for all of the above.
Desired Attributes
- Ability to work with little guidance when performing development technology functions, establishing personal work priorities, resolving issues in alignment with business priorities, technical standards, organization practices, enterprise frameworks and paradigms.
- Working knowledge or willingness to learn Microsoft Power Apps, Power Automate, Power BI, Power Virtual Agents, and Power Pages.
- Working knowledge or willingness to learn application development in Microsoft Dynamics 365.
- Support cross-functional project teams consisting of Application Development, IT operations, and Business staff
- Willingness to assist with the development of business cases, user stories or other appropriate methodology such as agile software development, waterfall requirements gathering and documentation methodologies which are recorded and tracked in Azure DevOps Server for work completion, tracking and reporting.
- Knowledge and willingness to learn current Information Technology frameworks such as ITIL, PMBOK, Agile, DevOps etc.
- Ability to develop new application from beginning to end as well as maintaining existing applications in more than one modern programming language.
- Ability to take high level, customer driven ideas and turn them into actionable work objectives.
- Excellent written and verbal communication.
- Ability and desire to work in a team environment in alignment with OIS practices.
- Knowledge and understanding of Business Intelligence and reporting tools such as SSRS, Power BI and Tableau.
- Solid understanding and willingness to learn and use the OIS Software Development Lifecycle (SDLC).
- Experience using modern source control systems, testing practices, code and design review tools and processes such as ADOS, Git, SonarQube and Burp
- Good problem-solving skills and experience.
- Ability to multi-task effectively between multiple projects.
- Help to identify, address, and remediate security vulnerability findings.
- Independently work with business partners to identify enhancements, bug fixes and system changes that address business system change requests
- Develop and maintain solution documentation and share knowledge in agency Stack Overflow system.
- Ability to support, monitor and respond to incidents for Custom and COTS based systems in production use by business partners.
- Experience in advancing health equity, addressing systemic health disparities and collaborating with diverse, vulnerable and underrepresented populations.
Working Conditions:
Working conditions are those of a general office environment in a close-knit, team-oriented environment. At times, weekend and evening work will be necessary to meet customer demands
and department deadlines.
This position requires the ability to work on multiple tasks simultaneously, sometimes within short time frames. From time to time, may require long hours with night and weekend work and occasional travel.
