Join our APWA-accredited Public Works team in serving the people of Pinellas County through the planning, development, and management of Capital Improvement projects.
Th e Capital Improvements Division of Pinellas County Public Works Department is seeking a motivated and collaborative senior engineer with effective communication skills to assist with the constructability, biddability and quality control/quality assurance reviews for in-house and consultants designs for capital projects managed by Public Works.
Pinellas County’s Capital Improvements Program (CIP) is stably funded through a 1% sales tax ( Penny for Pinellas ) and affords an exciting opportunity to develop a diverse and interesting portfolio of projects in the most densely populated county in Florida.
Position Overview
As part of the Public Works team, you will report to the Engineering Quality Control Section Manager in the Capital Improvements Division and help advance our vision to be a leading public works agency.
Duties include assisting Project Managers with the review of project estimates/budgets and schedules. Other responsibilities include performing professional civil and construction engineering services including monitoring progress of in-house and consultant engineering designs, plans, studies, performing independent plan reviews, constructability and biddability reviews, overseeing technical specifications and reviewing bid packages. The selected candidate will be assisting the division project managers with projects during the development phase through the construction phase to ensure successful project delivery, on time and within budget.
Assignments require a professional engineering license from the State of Florida and require the incumbent to apply expertise to technical, cost efficiency, feasibility, construction, after acquisition functionality, and maintenance in government projects, services, and operations. Professional work and assignments are performed with considerable independence and incumbent decisions only given general review by management. The incumbent may be delegated assignments to serve as lead representative on technical and administrative matters. The incumbent reports to a senior manager, supervisor or designee.

Essential Job Functions
- Experience applying engineering design and construction principles and practices to include roadway, structures, drainage and environmental
- Progressive experience related to construction issues and quality improvement applications for a range of projects of varying complexity
- Experience with CPM scheduling and cost estimating tools, quality assurance and quality control methods, and claim avoidance.
- Utilize multiple estimating tools/methods to develop estimates and provide oversight of estimating procedures; ensure proper documentation, capturing method, assumptions, risk, omissions
- Experience interpreting construction plans, contracts, special provisions, and specifications.
- Experience researching, identifying and resolving construction issues, as well as preparing detailed reports on findings.
- Ability to communicate effectively orally and in writing to include providing technical assistance to others.
- Skill in the use of CADD for design reviews and constructability issues.
- Skill in the use of computers and software applications to include spreadsheet, database, and project scheduling and estimating programs.
- Performs complex technical engineering reviews and develops professional engineering specifications.
- Coordinates staff review and comments with resolving conflicts during design and construction phases of a project.
- Prepares scope of services, schedules and cost estimates; reviews and comments on construction projects and/or performance contract documents including plans and specifications; also, coordinates staff review with consultant's efforts to resolve conflicts. May prepare and submit input to CIP budget.
- Performs other related job duties as assigned.
Position Specific Requirements
- Bachelor’s degree in civil engineering or other relevant engineering discipline and Professional engineering certification from the State of Florida and eight (8) years of experience in the design and construction of public works projects, to include 3 years supervising professional engineering functions; or
- An equivalent combination of education, training, and/or experience.
- A Florida Professional Engineer license, or a Professional Engineer license from a state that has reciprocity with the State of Florida and is able to obtain FL PE license within 6 months from hiring.
- Must be able to travel to project sites during the design and construction phases.
- Assignment to work a variety of work schedules including compulsory work periods in special, emergency, and/or disaster situations.
Highly Desirable
- Progressive experience designing or managing the construction of capital projects with different complexity to include scope, schedules and estimates
- Experience in basic structural design
- Ability to gather and analyze data and prepare clear and concise technical reports
- Certification as Project Manager Professional or Certified Construction Manager
- Working knowledge of scheduling and estimate software tools
- Experience with alternative delivery methods
Knowledge, Skills, and Abilities
- Knowledge of civil and construction engineering principles and practices and the ability to apply those principles.
- Knowledge of modern professional engineering practices and procedures as they apply to public works, construction or utilities.
- Knowledge of modern developments, current literature and sources of information in engineering.
- Knowledge of modern office practices and procedures and the ability to plan and direct the work of engineers, contractors, technicians, and clerical personnel.
- Knowledge of professional and technical leadership techniques, recordkeeping, and report writing.
- Knowledge of scheduling and budgeting principles and computer applications and the ability to apply those principles and utilize those applications ;Skill in the use of engineering instruments and equipment and ability to utilize computer applications for engineering design, drafting, mapping, plan preparation and scheduling;
- Ability to apply computer applications and software.
- Ability to plan, assign, motivate, train and supervise technical employees.
- Ability to give technical and professional review to a wide variety and large volume of engineering plans, specifications and related documents.
Physical/Mental Demands
The work is light work which requires exerting up to 20 pounds of force occasionally, and/or up to 10 pounds of force to move objects. Additionally, the following physical abilities are required:
- Visual ability: Sufficient to effectively operate office equipment including copier, computer, etc.; and to read and write reports, correspondence, instructions, etc.
- Hearing ability: Sufficient to hold a conversation with other individuals both in person and over a telephone; and to hear recording on transcription device.
- Speaking ability: Sufficient to communicate effectively with other individuals in person and over a telephone.
- Mental acuity: Ability to make rational decisions through sound logic and deductive processes.
- Talking: Expressing or exchanging ideas by means of the spoken word including those activities in which they must convey detailed or important spoken instructions to other workers accurately, loudly, or quickly.
