Job description
- Maintains up-to-date knowledge of existing Texas and Federal Air regulations and proposed environmental regulations to ensure continued compliance.
- Forecasts the impact of regulatory changes on refinery operations and advises and recommends to management effective methods to implement changes.
- Negotiates with regulatory agencies favorable environmental permits for the refinery, reviews refinery processes, and recommends changes to maintain compliance.
- Develops and implements environmental compliance programs at the refinery.
- Understands and interprets regulatory requirements and determines the impact of these requirements on refinery operations.
- Presents issues to refinery management and corporate to develop corrective actions, if required.
- Communicates effectively and clearly the refinery’s positions to 1) regulatory agencies, 2) corporate, and 3) civic organizations.
- Ensures assigned Spill/Upset/Emission Event/Reporting requirements are satisfied in accordance with all applicable regulations.
- Ensures assigned federal, state or applicable government reporting obligations (e.g., SARA 313 reports; Emission Inventories; NSPS Reports; MACT Reports; TCEQ Regulation Reports, Title V, etc.) are completed in a timely and compliant manner.
- Ensures operational records necessary to demonstrate compliance with assigned environmental regulations/programs are acquired, recorded, and properly retained.
- Ensures emission control equipment inspections required by environmental regulations and programs assigned are properly satisfied, recorded, and reported to state, federal, or other government authorities, as applicable.
- Ensures on-going compliance with assigned environmental regulations and permits.
- Communicates effectively with Engineering and Operations personnel to ensure compliance with environmental regulations and permits is continually achieved.
- Performs other duties as assigned.
This position is salaried exempt status, which means you are not eligible for overtime pay.
Qualifications
- Bachelor’s or higher level degree - in Engineering or a related Science required.
- 5 years of Environmental Engineering or related refinery engineering experience required.
- Master’s or higher level degree - in Engineering preferred.
- Title V permitting experience preferred

Position level and salary will be commensurate with qualifications and experience.
