Pay for this position:
$31.94 - $46.53 Hourly
$2,555.54 - $3,722.31 Biweekly
$5,537.00 - $8,065.00 Monthly
$66,444.00 - $96,780.00 Annually
The Hearings Officer position is part of the Division of Unemployment Insurance, Appeals Unit. This position provides a means for an interested party to appeal an adverse lower-level agency decision and have a full and fair hearing related to processing unemployment insurance benefits. This position creates the only record allowable in any appeal to higher authorities.
The hearing officer is responsible for developing evidentiary records based on legal and internal requirements, and for ensuring all parties are afforded due process. The hearing officer prepares each docket for hearing by reviewing electronic case files to identify legal issues, potential procedural concerns, and relevant laws. During the hearing, the hearing officer develops the record by instructing parties in procedural requirements, questioning witnesses, facilitating cross-examination, and ruling on documentary submissions and objections. The hearing officer then analyzes testimony and documents in the record to issue a written decision based upon statute, regulations, case law, and Federal timeliness and quality requirements.
After minimum qualification screening, the comparative analysis process for this position will involve an open-book written exam covering portions of the Colorado Employment Security Act, Regulations Concerning Employment Security, USDOL Handbook for Measuring UI Lower Authority Appeals Quality (ET No. 382, 3rd edition), Colorado case law related to unemployment insurance, and decision writing. MINIMUM QUALIFICATIONS:
Substitutions:
Additional appropriate experience will substitute for the degree requirement on a year-for-year basis.
A JD degree from an accredited institution will substitute for two (2) years of the required professional experience.
Education and Experience:
Bachelor's degree from an accredited institution in any field of study related to the work assignment.
AND
Three (3) years of professional experience working in one or more of following fields: unemployment insurance, administrative judge, dispute resolution, or as an adjudicator or practicing attorney.
