Overview:
URC is searching for an experienced Senior Technical Advisor for the $120M USAID Long-term Exceptional Technical Assistance Project (LEAP) Global. The purpose of LEAP Global is to support the national infectious disease programs in USAID-supported countries by embedding technical advisors and subject matter experts into national programs.
Responsibilities:
Primary responsibilities include but are not limited to:
- Provide overall technical leadership and direction, as delegated by the Project Director, for project elements, including, as requested, identifying human resource needs in collaboration with USAID missions and their partners, and evaluating, hiring, embedding, retaining, replacing and supporting qualified technical advisors to address infectious disease programming needs in recipient countries.
- Provide high-level coordination and promote partnership and multi-sectoral collaboration within countries and globally.
- Contribute to the development of annual work plans and to performance monitoring.
- Assume accountability for the achievement of results, ensuring that the quality of technical assistance is maintained at the highest standards, and technical objectives and deliverables are met in a timely manner.
- Develop innovative technical strategies for improving the impact and efficiency of contract activities.
- Ensure timely submission of high-quality and comprehensive technical reports according to agreed-upon deadlines and respond promptly to other informational requests by USAID as needed.
- Serve as a spokesperson and advocate, representing the program to the USG, donors, relevant stakeholders, cooperating agencies, and others.
- Provide ongoing technical and management support to technical advisors, including addressing any performance challenges that arise in the course of their placement and engaging technical advisors in learning and knowledge management activities.
- Supervise fielded advisors hired by URC and provide technical oversight to advisors hired through contracts with local employers of record
- Engage partners, consultants, and technical experts and strategically support the achievement of project objectives in a timely manner.
- Liaise and coordinate Project activities with other donors (e.g., WHO, STOP TB, UNOPS, the Global Fund, Africa CDC, ADB, etc.) to develop greater synergy and maximize the impact.
Qualifications:
Required Experience and Qualifications
- Master’s degree or advanced degree in public health, medicine, infectious diseases, or related field
- Experience managing teams of multi-disciplinary technical specialists.
- Demonstrated experience developing, managing, tracking, and reporting on activities in multiple countries and technical areas, and their associated budgets.
- Demonstrated ability to work with others to translate technical materials into practical tools and approaches.
- Demonstrated ability to work in complex environments and manage diverse and substantial teams to deliver impact.
- Demonstrated ability to undertake problem analyses to develop creative and innovative approaches to improve program design, implementation, and results reporting.
- Prior experience working with USAID and other international donors and knowledge of USAID and US Government policies, regulations, and procedures.
- Proven ability to develop productive working relationships with diverse public and private sector stakeholders, USAID and other donors, implementing partners, and organizations worldwide and effectively coordinate, manage differing priorities and perspectives.
- Strong verbal, written, and presentation skills.
- Strong management, interpersonal communication, mentoring, coaching, and facilitation skills.
- Fluency in English (oral and written) is required.
