Defra Group Estates is responsible for providing fit for purpose and value-added estates and Facilities Management services to the Defra Group Network, particularly as government works towards ‘One Public Estate’.

Job description

These roles provide a comprehensive, efficient and effective range of facilities services. They provide support to the FM team, our local site-based customers, and the wider property portfolio team to meet our corporate and environmental goals. The roles are site-based requiring travel to other sites in the hub. One role can be based at either Ipswich or Chelmsford. The successful candidate will be required to visit both sites. The other role is based at Norwich.


Key Responsibilities:


These are challenging roles with priorities and tasks changing daily so the post holder will need to be highly motivated and able to organise their time/workload to achieve the outcomes required.

The post holder will be required to:

Develop and maintain a strong customer focus to enable effective working relationships and partnerships to support environmental goals and maintain a positive reputation.

Plan, schedule and liaise with customers and competent Contractors to carry out both planned preventative maintenance and any resultant remedial works.

Carry out compliance checks and health and safety walkarounds and ensure any follow up actions to compliance/action plans are completed and closed.

Be Responsible for overseeing facilities management delivery including planned & reactive maintenance.

Plan, schedule and liaise with all interested parties to carry out internal and external audits.

Be a point of contact for customers and stakeholders; develop, build and maintain a good working relationship and reputation as a reliable source of informed knowledge and experience and taking responsibility for owning and resolving issues.

Provide contract management support and assurance activity in relation to third party suppliers.

Monitor sustainability initiatives and assist in planning, implementing and analysing statistics for reporting and to suggest options in order to drive efficiency improvements.

Assist with researching, gathering and collating information to support business cases for capital and revenue projects.

Act as the Client for projects, or work as a part of a team for larger more complex projects.

Deputise for the Facilities Team Leader in their absence.

IT skills (Microsoft Office). The job holder will have to learn in-house systems.

Building relationships with customers to develop and maintain a positive reputation, service delivery and effective resolution of issues.

Maintaining good relationships with contractors, suppliers and other stakeholders.

Supporting local project management.

Blended Working

Defra operates a blended working policy subject to business need, giving people the flexibility to choose when and where they work and collaborate with others.

Individuals are expected to work from one of the office locations stated in the advert to connect with their colleagues, as required by their role and business team needs. There is flexibility to split the working week, spending minimum of 40-60% in the workplace, unless exceptional circumstances apply and/or you are a contractual home worker.

Sift

Should a large number of applications be received, the initial sift may be conducted using a lead behaviour, Managing a Quality Service. Candidates who pass the initial sift may be progressed to a full sift or progressed straight to assessment/interview.

Sifting will take place w/c 2nd January 2023.

Interview

If successful at application stage, you will be invited to interview where you will be assessed on behaviours and strengths.

Location

Please be aware that this role(s) will be contractually based in a Defra group workplace/office. The successful candidate is required to carry out all their duties from a UK location, and cannot do so from an overseas location at any time.

Internal (core Defra) employees can apply for this role and choose to remain in their current location or to be based in one of the advertised locations.

All other applicants will be based in one of the advertised locations.

Defra continues to support a blended working model and candidates are currently expected to attend their office base for 40-60% of the week.

Travel and subsistence will not be paid for travel to a base office location.

Reserve List

A reserve list may be held for a period of 12 months from which further appointments can be made.

Merit Lists

Where more than one location is advertised, candidates will be posted in merit order by location. You will be asked to state your location preference on your application.

Salary

New entrants to the Civil Service are expected to start on the minimum of the pay band. The internal roles rules apply to existing Civil Servants, i.e. level transfers move on current salary or the pay range minimum, transfers on promotion move to new pay range minimum or receive 10% increase. Either case is determined by whichever is the highest.
