This Management Analyst 4 Shared Services Coordinator will expand the state's early learning professional development system, and build capacity and workforce stabilization at the provider-level. The shared services strategy will begin with providers based in licensed settings such as child care centers and family homes and grow the capacity and support providers interested in providing ECEAP. This job supports the DCYF vision that "All Washington's children and youth grow up safe and healthy-thriving physically, emotionally, and educationally, nurtured by family and community."

The Opportunity (MA4):
We are looking for a Shared Services Coordinator to join our Early Learning Programs team as the subject matter expert, and have delegated authority regarding the implementation of Shared Services for early learning providers as part of the pre-school Development Grant (PDG). You will oversee contracts and comprehensive services, and collaborate with stakeholders regarding the process and seek feedback for next steps. Additionally, you will guide DCYF in identifying strategies for sustaining Shared Services beyond this grant by leveraging local, regional, state, and federal funding streams.

This is a project position with a limited duration expected to last through 12/31/2024.

Some of what you will do:


  • Serve as a subject matter expert and project manager for work related to Shared Services.
  • Provide oversight and guidance to team members to track action items and progress.
  • Develop legislative decision packages that inform agency budget requests.
  • Serve as a liaison and assist implementation partners to coordinate their delivery of Shared Services.
  • Recruit coordinate, and organize a steering committee and carry out all duties for the committee including scheduling, coordinating, planning, preparing facilitating meetings.
  • Prepare presentations for steering committee and advisory committee meetings.
  • Lead the development, implementation, and practice assessment of a strategic plan including goals, objectives, and timelines.
  • Create and maintain a method/tool to track Progress on the implementation Plans.
  • Draft FAQs, outreach materials, guiding documents and/or tools and resources to support the implementation/use of Shared Services.
  • Provide in-person or virtual technical assistance to key partners.

What we are looking for:
A Bachelor’s degree in business administration, public administration, program management and leadership, social services, human services, psychology, sociology, public health, or a related field, AND
four years of experience implementing community engagement initiatives, report writing, and public speaking.
OR
A Master’s degree in business administration, public administration, program management and leadership, social services, human services, psychology, sociology, public health, or a related field, AND two years of experience implementing community engagement initiatives, report writing, and public speaking.
OR
A comparable combination of education and experience totaling a minimum of eight years.

In addition to those required qualifications, our ideal applicant will also have some or all of the following:
  • Four years of experience in a professional setting where strong interpersonal skills and effective communication are necessary (across multiple interactions such as on the phone, in person and with technology).
  • Previously demonstrated knowledge and experience working with professional development, including state professional development systems, trainer and training approval, state registries, or related.
  • Previously demonstrated experience developing policies, programs and resources that promote racial equity and social justice.
  • Previously demonstrated in-depth knowledge of the early learning field including state system development, federal requirements for early learning professionals, and involvement and responsibilities in supporting early learning professionals.
  • Previously demonstrated knowledge of professional learning approaches, including teaching strategies, observation, documentation, feedback and training adult educators.
  • Previously demonstrated experience with policies and procedures, handbooks and general communication documents to support program improvements.
  • Previously demonstrated ability to organize, prioritize and complete multiple projects, with accuracy.
  • Previously demonstrated proficiency with Microsoft Office Suite applications.
