The Division of Extension and Engagement, Family and Community Health Program is seeking a SNAP -Ed/Family and Community Health Program Coordinator. This is a full-time 1.00 FTE , 12-month, professional faculty position.

The Oregon State University Extension Service invites applications for a SNAP-Ed/FCH Program Coordinator position that will serve Clatsop County. This position aligns with the Extension Family and Community Health (FCH) program, affiliated with OSU’s College of Public Health & Human Sciences. The Program Coordinator is a member of a regional and statewide team of the FCH/SNAP-Ed program. Decisions regarding this position are in consultation with the Program Leaders and the Regional Director. This position is based at the Oregon State University Extension Service Office in Astoria, Oregon.
Program Mission
Extension programs in the College of Public Health and Human Sciences align toward a common vision of lifelong health and well-being for individuals, families, and communities. The central purpose of this position is to extend the knowledge and research of OSU to the communities of Oregon in a manner that is responsive to local needs and respectful of local norms and culture. The Program Coordinator joins a network of campus-and community-based Extension faculty and staff who share this responsibility for community engagement.
Purpose of the Position
The Program Coordinator provides overall leadership to the Extension FCH and SNAP-Ed programs in Clatsop County. Specifically, the faculty member maintains a robust portfolio of programming related to statewide focus areas of food systems, physical activity, and health leadership, working collaboratively with peer educators and researchers to address regional and statewide issues. The specific areas of programming are determined in conjunction with representatives of local communities.
The primary focus of this position will be the Supplemental Nutrition Assistance Program – Education (SNAP-Ed), a federally funded nutrition education and obesity prevention program targeting SNAP eligible audiences. SNAP-Ed provides evidence-based interventions including hands-on learner-centered direct education as well as community-based work related to policy, systems, and environmental change.
The Program Coordinator is a member of the team of Extension faculty and staff serving Clatsop County. Collaborative work across disciplines, organizational units, and Extension programs areas is expected.

    Position Duties
    The SNAP-Ed/FCH Program Coordinator embeds the commitment of the university to a collaborative and inclusive community in all interactions and duties performed. This individual ensures that educational programs and outreach activities serve diverse populations, including those that have been historically marginalized/excluded from participation. Our objective is to create opportunities for diversity, equity, and inclusion, and these activities will be included in the annual plan of work, impact statements, and summary of accomplishments/achievements. In addition, this individual contributes to a welcoming and respectful workplace culture.
    45% – SNAP -Ed Program Management and Leadership
    • Develop a plan of work, maintain records, and provide necessary reports and other documentation to appropriate administrators and sponsors, as requested and needed for program effectiveness and continued funding.
    • Provide leadership for the nutrition educators in connecting with community partners to facilitate joint programming efforts and enhance recruitment of SNAP-Ed adult and youth audiences.
    • Develop the annual SNAP-Ed program plan and recruit partners. Work with community partners to identify areas for policy, system, and environmental change that address obesity prevention efforts.
    • Manage annual SNAP-Ed budgets in Clatsop.
    • Participate as a team member of the county staff, SNAP-Ed unit, statewide Extension FCH program, and the College of Public Health and Human Sciences at OSU.
    • Maintain knowledge of and utilize existing curricula and program materials, as applicable to local needs.
    • Maintain proficiency in human nutrition, food safety, and other topics directly related to program responsibilities.
    • Evaluate regularly the teaching success and the impact of programs on participants. Communicate program outcomes with others in the region and state.
    • Employ a broad range of communication media to reach diverse audiences.
    • Develop and maintain working partnerships with organizations providing education and services.
    • Utilize technology as a tool to increase the impact of program delivery on constituents.
    • Use multiple methods of electronic communication to collaborate both internally and externally as necessary.
    • Create content for delivery in multiple forms including web sites, publications, video conferencing and other online methods.
    • Organize and maintain program advisory and management committees or networks to identify program needs, make recommendations, assist in program implementation, and evaluate program effectiveness.
    • Develop a plan of work addressing educational needs and evaluate the quality and impact of these programs provided to youth and adults as appropriate.
    • Participate routinely in the evaluation of the quality and impact of educational programming provided to youth and adults as appropriate.
    • When consistent with this position’s funding sources, develop partnerships that enhance educational programming, solicit external funding to support needed programs, and implement fee-based programming and cost-recovery practices for educational programs.
    • Lead Work / Program Supervision (5%)
    • Provide leadership and direct oversight of program volunteers and student interns. Recruit and hire program staff when funding availability permits, Orient, assign/approve work, and retain diverse staff; conduct annual performance review.


    35% – Teaching Nutrition Education and Obesity Prevention Program Delivery — Planning, Preparing, and Evaluating
    • Develop and deliver non-credit educational programming in managing food resources, making healthy food choices, and handling food safely to adults, youth and families in a variety of community settings, including classes, workshops, education events, newsletters, displays, and other methods, working with schools, agencies and volunteers. Travel is required.
    • Network, communicate, and collaborate with service providers, Extension faculty, advisory committees, and other partners to assess the educational and community health needs of target audiences and identify suitable programs to address those needs.
    • Implement strategies/interventions in the school/community environment that support and encourage healthy eating habits and physically active lifestyles, such as implementing the Food Hero campaign strategies.
    • Participate in school and/or community committees/coalitions to encourage healthy eating habits and physically active lifestyles.
    • Conduct program surveys and needs assessments to determine the direction and further development of educational programs.
    • Lead project team to conduct nutrition and physical activity assessments.
    • Participate in evaluation of program effectiveness.

    15% FCH Program Delivery
    • Establish relationships with community agencies (particularly local health departments) and organizations that focus on public health and prevention.
    • Pilot public health interventions that address the social and environmental determinants of health.
    • Design and lead health programs and campaigns designed to improve the overall health status of the local population.
    • Serve as an ambassador of the OSU College of Public Health and Human Sciences facilitating a reciprocal exchange of knowledge and information between OSU and the community.
    • Serve, when appropriate, as a liaison between the community and on-campus researchers engaged in community-based studies.
    • Facilitate the matching of OSU students with internships and practicum opportunities with the community.

    5% – Service to University and Extension
    • Participate in professional activities and serve on appropriate boards, councils and committees of the University, the College, Extension, and the community, consistent with the requirements of the funding sources for the position.
    • Contribute to a welcoming and respectful workplace culture.
    • Maintain a professional development plan to improve technical skills, maintain program relevance, and increase program effectiveness.

    Minimum/Required Qualifications
    • Bachelor’s degree with at least one degree in Nutrition, Public Health, Family and Consumer Sciences, Education, or another field directly related to the work of this position.
    • Demonstrated expertise and interest in delivering community education relating to health promotion and nutrition, garden-enhanced nutrition education, strengthening families, and improving the well-being of limited income populations.
    • Demonstrated ability to build effective collaborations with others including diverse clientele, other agencies, advisory groups, professional peers, classified staff and volunteers.
    • Demonstrated effective communication skills, including ability to use electronic and printed mass media.
    • Demonstrated experience in teaching and program management.
    • Demonstrated experience using multiple forms of electronic communication.
    • Demonstrated ability to adapt to changing technological environment.
    • Demonstrated ability to successfully plan, organize, and teach programs for diverse audiences.
    • Demonstrated ability to work independently to plan, delegate, implement, and evaluate effective programs.

    This position requires driving a university vehicle or a personal vehicle on behalf of the university; therefore, the incumbent must successfully complete a motor vehicle history check, possess and maintain a current, valid driver’s license in their state of residence, be determined to be position qualified and self-report convictions as per University Policy 05-030.
    Preferred (Special) Qualifications
    • Master’s degree with at least one degree in Nutrition, Public Health, Family and Consumer Sciences, Education, or another field directly related to the work of this position.
    • Bilingual/ bi-literate (English and Spanish). Demonstrated ability to engage Spanish-speaking audiences through the utilization of bilingual/ bi-literate skills.
    • Registered Dietitian Nutritionist (RD/RDN) certification.
    • Experience with Extension.
    • Experience in a supervisor/leadwork role.
    • Experience in teaching and working with economically and culturally diverse audiences
    Working Conditions / Work Schedule
    • Duties will require travel to various county sites to deliver the programs, as transporting curriculum materials up to 30 lbs.
    • Flexibility to perform work in a variety of settings and on evenings and weekends.
