Under direction of the Board Office Executive Director, perform project management responsibilities, accomplish assigned special initiatives and vertical infrastructure capital improvement projects. Manage public bidding process and contract development, execution, and administration. Research, propose, plan, and implement a broad variety of complex projects, policies, programs, and initiatives, incorporating quality improvement, customer service, and sustainability principles. Coordinate and facilitate stakeholder and project team meetings and communication.

Bachelor’s degree in public administration, business administration, planning, organizational management or closely related field AND five (5) years of progressively responsible experience implementing and managing multiple projects which involve working with various stakeholders. Public sector experience preferred.
Special requirements: Valid driver’s license and insurable under County liability coverage. May also require use of private vehicle or equivalent transportation for official business. Must obtain Project Management Institute (PMI), Project Management Professional (PMP) and Lean Six Sigma certifications, or equivalent, within two years of employment.

The following duties are normal for this position. These are not to be construed as exclusive or all inclusive. Other duties may be required and assigned.
- Manage the entire capital project process from concept development to construction completion.
- Manage and direct the design, estimating, purchasing, engineering, accounting, and construction functions necessary to complete vertical infrastructure projects.
- Prepare Requests for Proposals (RFPs) and Requests for Qualifications (RFQs).
- Oversee the vertical infrastructure public bidding process for capital projects.
- Deliver projects within budget, on schedule, according to scope, and in a manner that best contributes to accomplishing the County strategic plan.
- Track project performance, coordinate project team meetings, coordinate necessary Board of Supervisors approvals, and provide regular updates to stakeholders.
- Manage internal County capital project teams, to include facilities, finance, risk management, and sustainability staff.
- Adhere to Code of Iowa and Iowa Administrative Rules for capital project public bidding and quotation requirements, conduct pre-bid meetings, coordinate development of contracts, and monitor contract compliance with consultants, contractors, vendors, and service providers.
- Help ensure project budget, change orders, pay applications, construction status inquiry reports, invoices, and payment vouchers are accurate and on schedule.
- Procure professional services, including the selection of engineers, architects, and other professional consultants. Develop professional service solicitation, prepare public advertisement, and disseminate solicitation; receive and evaluate responses to the solicitation, make recommendations for contract award, coordinate development of contract and contract amendments, and monitor contract compliance.
- Manage the fiscal and contractual requirements of capital improvement projects.
- Consult with elected officials and department heads on capital project initiatives and communicate with appropriate stakeholders.
- Develop and maintain the Vertical Infrastructure Maintenance and Development Plan.
- Supervise Project and Systems Analyst.
- Coordinate with the County Attorney’s Office to facilitate the development, approval, and monitoring of contracts, contract amendments, leases, purchase agreements, service agreements, ordinances, and resolutions.
- Consult and coordinate with the Planning, Development and Sustainability Department on capital process standards, sustainability minimum standards, rebates/incentives, and other sustainability initiatives and policies.
- Develop and implement best practices for customer service and quality improvement into the workplace culture.
- Conduct research and analytical studies; produce reports, policies, procedures, forms, and correspondence; make recommendations and give effective presentations on a variety of programs and issues.
- Assist in the coordination of Capital Planning Committee meetings, agenda development, and production and maintenance of the annual Maintenance and Capital Improvement Plan (MCIP).
- Participate in internal County committees, as assigned.
- Develop and maintain continuity of governmental department operations and resiliency plans, due to pandemic disease, flood, tornado, derecho, building failure, utility disruption, and civil unrest.
- Assist with strategic planning development, implementation, progress monitoring, and reporting.
- Assist with state and federal legislative priorities development, prepare and update position documents and correspondence, monitor state and federal legislation to assess implications to the County, and communicate with the County’s lobbyists.
- Assist with the preparation of documents for Board of Supervisors meeting agendas, including contracts, contract amendments, leases, service agreements, purchase agreements, ordinances, and resolutions; and assist in the follow-up of items acted upon by the Board.
- Attend work-related meetings, trainings, and conferences.
- Perform general clerical duties such as filing and photocopying.
- Provide back-up for Board Office Executive Director as needed.
- Perform all work duties and activities in accordance with County policies, procedures, and safety practices.
