Job Description:

Blue Water Thinking is looking for a qualified manager with federal government program management experience to support a contract with the Department of Veteran's Affairs. This position is full-time, salaried, and work from home.

Supervisory Responsibilities:

  • Manage analysts to ensure projects are completed on time and to specifications.
  • Delegate work and assignments to team members based on expertise, work experience, and time constraints.

Duties/Responsibilities:

  • Provide advice, guidance, and assistance concerning industry and government program management best practices.
  • Provide guidance on strategic planning.
  • Identify opportunities for enterprise collaboration to improve programmatic outcomes.
  • Identify opportunities to improve comprehensive resource and capacity planning capabilities.
  • Provide subject matter expertise in the review, analysis, monitoring, and evaluation of programs and projects as they align to enterprise-wide objectives.
  • Provide sound acquisition advice and recommend solutions to address concerns inherent to each phase of the Federal acquisition lifecycle.
  • Provide project management support, including (but not limited to):
    • Define requirements.
    • Formulate and define scope and objectives in accordance with requirements.
    • Develop WBS.
    • Outline the tasks involved in the project and delegate accordingly.
    • Conduct cost analysis and generate cost estimates.
    • Prepare and implement budgets based on estimates.
    • Conduct risk assessment/risk management.
    • Conduct quality assurance/performance reviews.
  • Collect, analyze, and interpret data.
  • Address questions, concerns, and/or complaints.
  • Act as a liaison between firm, client, and team.
  • Communicate and collaborate across functional areas as required by the firm and/or the project needs.
  • Ensure compliance with federal, state, local, industry, contractual, and company regulations, standards, specifications, and best practices.
  • Perform other related duties as assigned.

Required Skills/Abilities:

  • Expertise in the area(s) of project management and/or application of lifecycle management to programs/projects.
  • Excellent organizational skills and attention to detail.
  • Excellent time management skills with a proven ability to meet deadlines.
  • Strong analytical and problem-solving skills, with the ability to develop innovative solutions.
  • Excellent communication and interpersonal skills, with the ability to work effectively with cross-functional teams.
  • Strong supervisory and leadership skills.
  • Ability to prioritize tasks and to delegate them when appropriate.
  • Thorough understanding of or the ability to quickly learn about the project and client.
  • Proficient with Microsoft Office Suite or related software.

Required Education and Professional Experience:

  • Bachelor's degree in related field, which may include Finance/Accounting, Business, or Engineering.
  • At least 2 years of acquisition and/or program management experience at a GS-13 (or equivalent) grade level in the Federal service including:
    • Experience leading or managing large or complex government programs.
    • Understanding of government program management processes.
    • Experience managing the cost, scheduling, or performance for federal programs to ensure organizational goals are met.
    • Experience evaluating acquisition strategies to identify potential risks that may impact the execution of programs.
    • Experience developing Acquisition documents such as an acquisition plan, acquisition strategy, business requirements, and lifecycle cost estimate.

Preferred Qualifications:

  • Project Management Professional (PMP) or similar certification.
  • Government program management certifications and/or training.
  • Familiarity with Agile project management methodologies.

Eligibility:

  • Must be legally authorized to work in the United States without the need for employer sponsorship, now or at any time in the future
  • Must be able to obtain and maintain the required federal public trust clearance for this role

Compensation:

Salary for this position is determined by various factors, including but not limited to, location, the candidate's particular combination of knowledge, skills, competencies and experience, as well as contract specific affordability and organizational requirements. The proposed salary range for this position is outlined below.

Salary range: $100,000 - $115,000
