JOB SUMMARY: Under general direction, provides expert guidance and supervision to staff programmers in the area of computer programming and data base development. Monitors software development operations and makes recommendations for improvements.
EDUCATION/EXPERIENCE: Bachelor's degree with computer courses and four years' experience in computer programming or operations research; or, an equivalent combination of education and experience in computer programming.
LICENSURE, CERTIFICATION, and/or REGISTRATION: N/A ESSENTIAL FUNCTIONS:
1. Supervises quality of work of lower level programmers on large multi-programmer projects; takes lead role in data flow analysis and design of multi-programmer projects.
2. Assumes primary role in key projects.
3. Explores and develops new software products; involved in long range planning with programming manager.
4. Applies wide knowledge of hardware and software to user consulting.
5. Suggests cost effective hardware and software upgrades.
6. Analyzes effectiveness of programming teams and make recommendations for ways to improve staff performance; participates in staff training and personnel resource development.
7. Serves as active member on departmental committees dealing with programming issues.
8. Performs complicated data transfers and conversions.
9. Performs other related duties incidental to work described herein.
