POSITION: Supportive Apartments Director

TYPE: Full-Time Exempt

LOCATION: Office Setting in Mendota Heights, MN, travel to sites in the program throughout the Twin Cities metropolitan area required, with mileage reimbursement provided.

WHAT YOU WILL DO: The Supportive Apartment Director oversees RTI’s Supportive Apartment Services. This position is responsible for the overall quality of services being provided in our Supportive Apartment programs along with the Area Director positions that this position supervises. In addition to ensuring high quality services this position oversees the overall financial performance of the programs, their compliance with relevant state and federal license and hiring and human resource functions as it relates to employees in the Supportive apartment programs. This position contributes to the strategic growth of RTI in residential areas and takes a lead role in directing the implementation of new programming. This position works collaboratively with a variety of internal roles including the CEO, the Human Resources Manager, the Training Specialist, the Office Manager, the Talent Acquisition Specialist, and other leaders of the company. This position is a primary representative of RTI to outside stakeholders including case managers, parents of people receiving services, employees of various municipal, county and state departments.

In addition to the above but not limited to, the Area Director will perform the following duties:

Quality Services and Compliance:

  • Oversees the overall growth and development of RTI’s Supportive Apartment Services by creating systems that improve the quality of services provided.
  • Develops, implements, approves and oversees division procedures and policies
  • Helps Area Director and Managers problem solve challenging and complex situations related to symptoms and behaviors of people receiving services.
  • Responsible for compliance of 245D staff training
  • Responsible for maintaining 245D licensing and site licensing compliance
  • Responsible for maintaining 245D paperwork compliance and quality of treatment planning
  • Attends participant interdisciplinary annual team meetings and all other meetings team meetings as necessary
  • Assesses quality of staff trainings and works with Training Specialist and Area Director on overall training processes
  • Review GER's and ensure that corrective actions are occurring for quality and licensing purposes
  • Oversees and processes internal investigations related to external or internal grievances
  • Collaborates with Directors to select and coordinate new participants in RTI programming through the completion of participant interviews and intakes.
  • Ensures that all required assessments and plans that outline services to a person are completed with a high level of quality.
  • Approves decisions to suspend or terminate services for people in residential programs.
  • Responsible for oversight of site cleanliness and organization that meets licensing requirements

Human Resources

  • Supervises Directors and other positions as necessary.
  • Makes decisions related to the hiring and/or termination of Directors, Senior Program Managers, Program Supervisors, House Leads, and Mental Health Workers employed in residential programs.
  • Oversees the development, supervision and retention efforts of mental health workers employed in residential programs.

Supervision and Leadership

  • Supervises managers and area directors
  • Completes supervisions with managers and directors on scheduled basis no less than once per month
  • Responsible for ensuring monthly staff meetings are occurring
  • Works with managers and HR to create and present PIP's and other performance management interventions
  • Completes Performance Evaluations with direct reports annually
  • Participates in RTI leadership team meetings
  • Implements RTI projects and initiatives to meet the needs of program goals
  • Oversees and leads the development of opening new programs

Hiring and Onboarding

  • Oversees the quality and development of new hire training
  • Assists with hiring and new hire training as necessary

Scheduling and Shift Coverage

  • Assists with finding shift coverage as necessary
  • Ensures staffing levels are appropriate and meet the needs of participants served

Financial

  • Contributes to and monitors program budgets.
  • Monitors data that represent the financial health of programs, including program schedules, amounts of service provided, and utilization related to a person’s authorized amount of service and an employee’s amount of hours worked.
  • Oversees and monitors service authorization for all people in programs including submission of forms or rate exceptions when necessary and prompting of external stakeholders when they have tasks to complete in order for authorization to be in place.
  • Ensures service authorizations are requested on schedule and works with admin support to obtain overdue authorizations
  • Reviews overtime & bonuses vs. budget
  • Manages expenses vs budget and follows up with managers as necessary
  • Reviews and approves expense reports of managers
  • Works with admin support and managers to renew GRH as needed and ensure collection of past-due amounts
  • Reviews FT employees under 40hrs and follows up with managers and employees as necessary
  • Reviews staff mileage vs. budget

Referrals and Admissions

  • Oversees Program admissions and works with the Area Directors and team to select people to move into program
  • Works with the Area Director and team to schedule in person interviews and tours with referrals
  • Responsible for ensuring admissions/intakes are processed in a timely manner and have required service authorizations in place prior to meeting

REQUIREMENTS:

  • Knowledge of general community resources, as well as resources related to trauma, sexual violence, domestic violence, sexual exploitation, and trafficking, and how to access them.
  • Philosophical approach consistent with that of the programs offered by RTI.
  • Demonstrates an understanding of and sensitivity to serving culturally diverse populations.
  • Ability to write reports, contracts, and other correspondence, to communicate pertinent observations and formulate the development of policies and procedures as deemed necessary.
  • Ability to effectively present information and respond to questions from medical professionals, management, staff, clients, and regulatory authorities.
  • Ability to read, analyze and interpret general human services periodicals, professional journals, technical procedures, or government regulations.
  • Ability to utilize technology including Microsoft Office and other platforms related to RTI’s electronic health record, payroll system and expense allocation system.
  • The physical demands described here are representative of those that must be met by an employee to successfully perform the essential functions of this job. While performing the duties of this job, the employee is regularly required to walk, stand, climb stairs, bend, sit, talk, listen, and use hands to write, type, complete data entry. An employee in this position may need to lift at least 40 lbs. and may need to exert themselves while performing their duties.
  • Successful performance requires vision abilities to read client charts, staff files, use a telephone, computer, copier, printer, fax machine, client database, Microsoft office programs, and to drive a vehicle.

REQUIRED EDUCATION/EXPERIENCE: Must possess a bachelor’s degree in social work, psychology, or a closely related human services field; and must possess three (3) or more years of leadership experience supervising Individualized Home Supports or Integrated Community Supports programs or similar services. Experience with 245D licensing is preferred. An equivalent combination of education and experience may be considered.

  • Must pass the required background check and remain eligible to provide services as defined by the Minnesota Department of Human Services.
  • Must pass the screening required by Federal Human Services Office of Inspector General to assure that person has not been excluded from working in the licensed programs offered by RTI.
  • Must have access to a reliable vehicle and maintain a valid driver’s license and insurance.
