SURPLUS STORE SUPERVISOR
This position is responsible to oversee the daily operations of the County's Surplus Store. The incumbent will supervise, monitor and coordinate the work of staff and inmate workers assisting the County's Surplus Store with stocking, storing, delivering, and picking up items designated as surplus to or from various County locations.
Direct and participate in the work and scheduling of staff and inmate workers with the transporting, receiving, storing, issuing, and delivering of materials, equipment and supplies designated as surplus by the County.
Assign tasks, direct, monitor, and evaluate the work of staff.
Demonstrate and instruct workers in proper methods and procedures of lifting or handling heavy and bulky items including furniture and equipment.
Ensure Surplus Store operations are in compliance with safety standards.
Evaluate items and determine sale, repair or disposal of damaged items.
Make minor repairs as necessary to surplus items and/or oversee the repairs by others.
Prepare items for sale; clean, take photos, write descriptions or product details, and research items for pricing.
Post items to social media or applicable website(s).
Coordinate public Surplus Store Sales events including the opening and closing of store.
Assist County Department personnel concerning availability of surplus items or items related to emergency response or preparedness activities and fulfill Department requests for supplies.
Assist customers with the sale and availability of surplus items.
Meet with customers to complete the transfer of purchased assets.
Keep daily records and reports such as: sales, inventory, materials used, equipment reports, inmate labor reports, and incident forms.
Act as safety representative, enforce safety regulations and maintain required safety records.
Operate contemporary office equipment and vehicles such as trucks, forklifts, pull behind trailer, or similar equipment used in a warehouse setting.
May participate in interviews and selection of new hires.
May assist with performance evaluations and other personnel related actions.
May pick up and transport inmate workers to and from jobsite.
Follow procedures for use of inmate workers such as notifying Sheriff’s Department of escapees and/or inmates who refuse to follow orders or perform work unsatisfactorily.
Ability to lift up to fifty (50) pounds.

Education : Equivalent to completion of the twelfth (12th) grade.
Experience : Two (2) years of responsible experience in a warehouse/storage facility setting. One (1) year of supervisory experience.
Knowledge of:
- The principles, practices, methods, and techniques of supervision.
- Warehousing and stock control methods and procedures.
- Proper English usage, grammar, spelling, and punctuation.
- Basic principles of human behavior.
- Practical application of equipment operation and inventory control.
- Safety and service procedures/requirements for use of equipment and safe driving.
- Maintaining cooperative working relationships with employees and the public.
- Math sufficient to keep time, calculate sales, operating and service records.
- Proper use of hand and power tools.
- Computerized and/or mechanized inventory control systems.
- Bills of lading and other relevant documents.
Skill/Ability to:
- Work and communicate effectively with people of various education and socioeconomic backgrounds by respecting beliefs, interpersonal styles and behaviors of both clients and co-workers.
- Operate contemporary office equipment inclusive of computer, keyboard, and all applicable electronic equipment.
- Demonstrate and maintain high degree of maturity, integrity, and good judgement.
- Identify and investigate security issues.
- Maintain order among inmate workers.
- Develop, implement and maintain inventory control systems for surplus items.
- Develop and implement storage space utilization plans.
- Instruct and supervise staff and inmates with the repair and cleaning of surplus items as necessary.
- Follow and give instructions.
- Conduct research, compile information, and write simple reports.
- Operate cash register and warehouse equipment.
- Use patience, tact and courtesy when dealing with the public store customers, fellow workers and inmate work crews.
- Conduct periodic inventory of surplus materials, supplies, and equipment, and dispose of surplus property as needed.
- Supervise the testing, repair and storage of surplus equipment and supplies.
- Communicate effectively both orally and in writing.
License or Certificate: Possession of, or ability to obtain, a valid, California driver's license.
Necessary Conditions of Employment Requirement
Applicants must undergo a law enforcement background investigation and receive security clearance from the Tulare County Sheriff's Department and maintain that clearance for the duration of employment.
Conditions of Employment:
- Candidates selected will be required to pass a pre-employment drug and alcohol screening. Additionally, a background investigation may also be conducted, which may include a re-investigation every 10 years for some positions.
- An Employment Eligibility Verification using E-Verify may be required on the first day of employment for some positions.
- Some job classes may also require a physical exam.

Benefit Amount: An annual benefit amount is provided and may be applied towards health insurance premiums (medical, dental, vision and life). This benefit is pro-rated and paid on a pay period basis (24 pay periods).
Health Insurance: A choice of PPO and HMO medical plans which include PPO and HMO dental plans and include dental and vision coverage. Dependent coverage is available. Providers include Anthem Blue Cross, Kaiser Permanente, Delta Dental, and Vision Services Plan (VSP).
Retirement: The retirement plan is a defined benefit plan administered pursuant to the 1937 Act County Employees Retirement Act and integrated with Social Security. In addition to ordinary retirement benefits, the plan provides disability and death benefits. Retirement contributions are made by both the County and the employee. The County has reciprocity with the State of California, contracting PERS agencies, and all County 1937 Act Retirement Systems.
Paid Holiday Leave: 12 set days and 1 personal holiday.
Vacation Accrual:
2 weeks per year (0-3 years of service)
3 weeks per year (3-7 years of service)
4 weeks per year (7-11 years of service)
5 weeks per year (11+ years of service)
Limit of 300 hours.
FLSA exempt employees accrue an additional 5 days of vacation per year.
Sick Leave Accrual: 12 days per year with unlimited accumulation, 50 hours of which may be used toward family sick leave.
Group Term Life Insurance and AD&D: $10,000; Provided by Standard Insurance Company.
Disability Insurance: Employees are covered by State Disability Insurance. The premium is paid by the employee.
Deferred Compensation: A voluntary deferred compensation plan is available.
