PeaceHealth is seeking a System VP Organizational Integrity for a Full Time, Day position. Annual compensation is $253,339– $333,786; hiring rate dependent on qualifications and professional experience.
JOB SUMMARY
Position is responsible for building and maintaining a system culture where ethical and compliant behavior is practiced, adequate internal controls are maintained, and the organization is in compliance with all applicable laws and regulatory requirements. Participates as a member of the OI Committee of the Board. Position works in collaboration with senior leadership throughout the organization to implement the strategies and standards which support the Organizational Integrity Plan (OIP) to promote a culture consistent with the PeaceHealth Mission, Core Values, and Code of Conduct.
ESSENTIAL FUNCTIONS
- Leads the development and implementation of the OIP, compliance strategies, and integrity programs. Consults and provides advice to the senior leadership team on matters of healthcare compliance, regulatory requirements, and ethical business practices.
- Develops the structure and processes to foster open lines of communication, assuring appropriate individuals are informed on critical issues and concerns relating to compliance activities and procedures. Assures systems are in place to maintain an accounting of all compliance audits being conducted, both internally and externally, throughout the system.
- Reports and provides recommendations to the senior leadership team based on annual compliance and risk-based assessments, internal audit program work plans, monitoring of internal compliance trends, national information, and other sources as appropriate. Ensures monitoring and organizational accountability for enforcement of internal audit findings, investigations, and monitoring activities. Ensures compliance with programmatic, legal, and regulatory standards through appropriate policies, processes, systems, and actions.
- Provides leadership and direction for internal auditing services within PeaceHealth, including services provided through contracts with external service providers and through PeaceHealth internal auditing resources. Advocates for internal audit resources that are appropriate and adequate for the organization.
- Exercises due diligence in concert with system and network leadership to prevent and detect misconduct and wrongdoing. Undertakes all reasonable steps to respond appropriately when an offense is detected and prevent future similar offenses.
- Develops and refines policies, procedures, and processes that sustain a current, active, and effective organizational integrity program. Develops collaboratively the annual PeaceHealth audit plan via a board-approved annual risk assessment process and with participation from internal audit resources and a diverse group of stakeholders.
- Serves as an internal expert on relevant laws and regulations, keeping abreast of current changes that may affect PeaceHealth, industry best practices. Assures program and practices are in place to maintain efficient and effective corporate compliance, Privacy, and Security programs.
- Provides leadership and oversight of the privacy and integrity function across PeaceHealth.
- Serves as a member of the OI Committee of the Board. Prepares materials and presentations for OI Committee meetings and collaborates with the EVP, CAO and board members on OI related topics and matters.
- Accountable for the Integrity Line according to government guidelines and in accordance with industry best practices. Assures prompt and timely communications and follow-up on any matter deemed potentially illegal, unethical, or otherwise abusive or improper. Works closely with Legal Counsel and Human Resources to oversee the investigation process and to ensure the implementation of consistent action that strengthens the integrity of the Organizational Integrity Program.
- Oversees the OIP education requirements that are based upon regulatory requirements and best practices. Plans and communicates the requirements to governance, leadership, and caregivers. Designs education courses in collaboration with Learning and Development to ensure mandatory requirements are current and compliant.
- Researches, interprets, provides direction, and validates implementation and/or revision of processes, procedures, and processes necessary to comply with applicable current Federal and State regulations related to clinical compliance, information privacy and security, conflict of interest, mandatory education, internal audit, Code of Conduct, reporting systems, and other areas of compliance within a large, multi-state healthcare organization.
- Plans, leads, and facilitates the Organizational Integrity Leadership Team meetings. Maintains a regular schedule and ensures that the OI strategic plan and priorities are relevant and brought forward in a timely and effective manner.
QUALIFICATIONS
EDUCATION:
- Bachelor’s degree in health, business, or related education required.
- Master’s degree or a combination of education and professional experience that provides the caregiver with the requisite knowledge, skills and abilities to successfully perform the job required.
EXPERIENCE/TRAINING:
- Minimum of ten years of progressive experience in the organizational integrity arena required.
- Minimum of ten years management experience required.
- Significant experience and understanding of the health care industry, with specific ethics / compliance program experience, legal, or risk experience.
LICENSE/CERTIFICATION
Certification in Health Care Compliance or comparable certification
OTHER REQUIRED SKILLS:
- Knowledge and understanding of the Office of the Inspector General requirements/expectations for healthcare compliance programs.
- Familiarity with federally funded programs and regulations.
- Demonstrated effectiveness operating in matrixes and complex organizational environments.
- Excellent written, oral, and presentation communication skills including ability to communicate complex compliance concepts in a clear, concise, and practical manner to many audiences, including senior leadership, board members, and external audiences.
- Collaborative leader with a demonstrated track record in working with all levels of management.
- Demonstrated competencies in team building, conflict management, problem solving, critical thinking, and planning.
- Demonstrated ability to partner effectively with others in handling complex issues.
- Ability to manage complex functions and activities, and deal with highly sensitive issues.
