WHO ARE WE

The Texas Department of Agriculture's Food and Nutrition Division administers 12 federal child and special nutrition and more than $2.5 billion in federal money annually used to fund the programs for the State of Texas. These programs aim to reduce hunger, encourage strong nutrition, and support local economies across Texas.

WHAT YOU’LL DO

The Systems Project Manager provide oversight and coordination to successfully implement and enhance multiple software systems and contribute to the overall continuous program improvement of the Texas Department of Agriculture’s (TDA) Food and Nutrition (F&N) division. Work involves coordinating the implementation of new software systems, coordinating existing system enhancements, and acting as liaison between division staff and TDA’s Information Technology (IT) department. Work under general supervision with moderate latitude for the use of initiative and independent judgment.

PRIMARY RESPONSIBILITIES

Manage, plan and oversee the implementation of new software systems and enhancements, including documenting business need, project feasibility, forecasting budgets and supporting the full testing lifecycle.

Monitor and manage project quality to ensure project deliverables are acceptable and fulfill the terms of the project contract or specifications. Includes overseeing the development and implementation of contracts, identifying needs, describing services to be rendered, evaluate bids, approve invoices, maintain contract documentation, ensure vendors are accountable for delivering services, and escalate performance concerns.

Prepare detailed project status reports, as requested, and keep management apprised of any issues.

Work with the Food and Nutrition division to analyze and document user requirements, procedures and problems to automate or improve existing systems and ensure key business practices are not interrupted.

Coordinate project change management activities. Inform division staff and key agency stakeholders of system changes at key stages, including enhancement proposal, testing and implementation.

Serve as a point of contact for TDA’s IT department to inform and disseminate key project updates.

Develop relevant project documentation including budgets, schedules, work plans, procedures, resources requirements, cost estimates, projections and data-driven metrics.

Provide staff and users with assistance solving application-related problems, such as system defects and process support.

Ensure the appropriate user rights are established and documented for system users in Food and Nutrition software applications, as assigned.

Follow all TDA policies and procedures.

Perform other duties as assigned.


Qualifications


QUALIFICATIONS/REQUIREMENTS FOR THE POSITION:

Graduation from an accredited four-year college or university (two years of work experience related to the essential duties may

substitute for one year of college);

Minimum four years work experience in project management with a focus in managing the implementation of software

systems.

Work experience in business process and workflow analysis, and/or process mapping.

Work experience in quality assurance work and/or change management.

Work experience coordinating projects, work groups and team members.

Work experience presenting complex information in lay terminology.

PREFERRED QUALIFICATIONS

Project Management Professional (PMP) Certification.

KNOWLEDGE, SKILLS & ABILITIES

Knowledge of project management theories and practices applicable to projects that are complex in scope; of systems and procedures used to evaluate a third-party vendor’s performance; and local, state, and federal laws and regulations relevant to the administration of the project undertaken.

Skill in project management monitoring, addressing changes in scope or timing, and the use of a computer and applicable software.

Ability to manage project activities; to establish project goals and objectives; to exercise sound judgment in making critical decisions; to analyze complex information and develop plans to address identified issues; to demonstrate negotiation and facilitation skills; to identify project risks and gaps; to prepare reports; and to communicate effectively, orally and in writing.

ENVIRONMENTAL/PHYSICAL CONDITIONS

Normal office work environment and may have exposure to dust and environmental allergens consistent with normal business activities and human contact. Mostly sedentary in nature but may involve walking; standing; pulling and pushing; kneeling, stooping and bending; performing tasks requiring fine motor skills and coordination; and safely lifting and carrying items weighing up to 30 pounds. Must be able work extended periods at a computer and may require working extended hours and some evenings and weekends, as needed. May involve travel (up to 10%), occasionally overnight.
