Position Information
TxDOT's Austin District has job openings for Transportation Specialists IV or V (Design Specialist) with the Austin Area Offices and Austin District Headquarters. This position provides high-level technical expertise and coordination for transportation programs involving multiple design and advanced building construction projects, construction of transportation systems, traffic operations, maintenance of highways and facilities, or bridge inspection and appraisal in accordance with Department standards. Assists with project planning and oversight and the development of policies and procedures for area of responsibility. Work requires contact with governmental officials, consultants, contractors and private entities. Employees at this level establish their own work plan and priorities to meet set objectives. Issues are rarely referred to the supervisor but are handled at the occurrence.

Position Description
Transportation Specialists IV or V:
Provides high-level technical expertise and coordination for transportation programs involving multiple design and advanced building construction projects, construction of transportation systems, traffic operations, maintenance of highways and facilities, or bridge inspection and appraisal in accordance with Department standards. Assists with project planning and oversight and the development of policies and procedures for area of responsibility. Work requires contact with governmental officials, consultants, contractors and private entities. Employees at this level establish their own work plan and priorities to meet set objectives. Issues are rarely referred to the supervisor but are handled at the occurrence.
Essential Duties:
Transportation Specialists IV or V:
- Evaluates and analyzes highly complex design issues.
- Assists in overseeing project design involving design calculations and sketches of plans, layouts and typical sections.
- Assists in planning, developing, administering and monitoring district maintenance contracts and service agreements.
- Assists in prioritizing and scheduling projects.
- Coordinates communication between district/division/Department of Public Safety and other external entities.
- Coordinates compilation of complete plan packages for submission to the responsible engineer or architect for review and signature.
- Coordinates with staff and area engineers regarding construction operations as they relate to contract administration, programming, planning, design, right-of-way and maintenance operations.
- Reviews and oversees plan packages submitted by consultants.
- Serves as program coordinator responsible for coordination of highly advanced engineering/architectural projects from initiation to completion.
- Serves as technical member on transportation-related projects.
- Performs other job responsibilities as assigned. This position requires you to drive for TxDOT.
Additional duties for a Transportation Specialists V:
- Oversees design work among TxDOT entities, consultants and contractors.
- Oversees project assignments, determines work requirements to complete project plans and coordinates scheduling to accommodate projects already underway.
- Oversees project design involving design calculations and sketches of plans, layouts and typical sections.
- Ensures compliance with specifications for devices; safety laws, rules, and regulations; and the Texas Manual on Uniform Traffic Control Devices.
- Evaluates and analyzes highly complex design issues.
- Performs other job responsibilities as assigned. This position requires you to drive for TxDOT.
Minimum Qualifications:
Education: Bachelor's Degree in a related discipline. Relevant experience may be substituted for education on a year per year basis. Substitutions for Minimum Qualifications
Transportation Specialist IV:
Experience: 5 years transportation design, construction, traffic operations, maintenance, bridge inspection experience. (Experience can be satisfied by fulltime or prorated parttime equivalent).
Transportation Specialist V:
Experience: 6 years transportation design, construction, traffic operations, maintenance, bridge inspection experience. (Experience can be satisfied by fulltime or prorated parttime equivalent).
Licenses and Certifications:
- Valid driver’s license. This position requires driving a state vehicle.
Supervisory Experience:
- No supervisory experience required.
Competencies:
Transportation Specialists IV or V:
- Design and plan preparation methods and requirements
- Applicable plans, specifications and estimates preparation, review, processing and compliance requirements
- The Texas Manual on Uniform Traffic Control Devices
- Program/project planning, development, and management methodologies
- Establishing plans and setting objectives and goals that support overall business strategy/results; anticipating and adjusting for problems/roadblocks
- Public relations for maintaining effective working relationships with individuals and groups, both internal and external
- Applying engineering principles, practices and methods in job responsibilities
- Writing, reviewing and revising documents to include engineering notes, specifications, standards and procedures
- Reading and interpreting applicable plans, schematics, blueprints and maps
- Planning, coordinating and handling multiple projects within area of responsibility to meet short and long term deadlines
- Analyzing and organizing business and technical data
- Using computers and applicable programs, applications, and systems

Physical Requirements and Working Conditions:
- Subject to environmental conditions; protection from weather but not temperature changes
- Sedentary work: Lift up to 10 lbs. at a time and occasionally carry files/small tools
- Balancing-walking, standing, crouching on various surfaces without falling
- Close Visual Acuity-work includes data/figures; view a computer screen; extensive reading
