JOB SUMMARY

The City of Manhattan Beach - Public Works Department is actively looking for a qualified and experienced candidates to lead our Utilities Division as the Utilities Manager. THE POSITION
Under the direction of the Public Works Director, the Utilities Manager plans, organizes, and manages the activities and operations of the Utilities Division of the Public Works Department; directs, develops, and implements strategic goals, standards, objectives, and procedures; plans, directs, and reviews the work activities of the Water, Sewer and Stormwater, and the Environmental Compliance Sections; oversees regulatory compliance issues and reporting to the county and state boards; administers contracts and major capital improvement projects; coordinates maintenance programs and services with other departments, agencies, contractors, and other parties; trains, supervises, and evaluates the performance of assigned personnel; and performs other related duties as assigned.

THE DEPARTMENT
The Department of Public Works maintains 120 centerline miles of streets, 15,000+ traffic signs, and 175,500 square feet of City buildings. The City’s 10 parks cover 47.88 acres. The City also maintains 15 public parking lots containing 1,688 metered spaces and an additional 440 street parking meters. The City’s three water storage facilities have a combined capacity of nearly 10 million gallons. Additionally, the department maintains 110 miles of sewer mains and lines serving 12,000 connections. The City contracts for the ongoing maintenance of 46 traffic signals, solid waste and recyclables collection, and street sweeping.

ESSENTIAL DUTIES

  • Serves as a member of the Public Works Department's management team and participates developing and implementing the Department's mission statement, core values, goals, objectives, priorities, policies and procedures, and problem-solving.
  • Plans, coordinates, and manages maintenance and operations goals, schedules and services involving water, wastewater, and stormwater, including Municipal Separate Storm Sewer System (MS4) permit compliance, either through the work of City staff or contractors, including the annual work plan.
  • Plans, organizes, and monitors the operation, performance, and maintenance of reservoirs and the treatment plant to meet water quality standards, regulatory compliance, and supply requirements; oversees quality control and laboratory testing processes and ensures proper water sample collection testing and treatment.
  • Serves as staff liaison with the City’s imported water provider, West Basin Municipal Water District (WBMWD), State Water Resources Control Board (SWRCB) – Division of Drinking Water (DDW), Regional Water Resources Control Board (RWRCB), Environmental Protection Agency (EPA), Central Data Exchange (CDX), Los Angeles County Sanitation District (LACSD), Watermaster (WRD), the California Integrated Water Quality System (CIWQS), and other public regulatory and resource agencies, as assigned.
  • Serves as the water production and treatment plant Chief Operator as defined in California Code of Regulations, Title 22, Chapter 13, Operator Certification; assumes responsibility for regulatory and policy compliance and the effective operation and maintenance of the water production, treatment plant, and distribution system.
  • Oversees the National Pollution Discharge Elimination System (NPDES) permit.
  • Plans and manages the water distribution system’s operations, including field operations, construction, installation, maintenance, and repair of various components of the water delivery system, and oversees customer service related to water delivery.
  • Establishes, reviews, and revises water treatment and distribution processes to meet quality standards. Reviews and evaluates operational procedures, service delivery methods, and work systems to maximize efficiency, effectiveness, and cost.
  • Develops, implements, and administers plans, policies, and procedures for the Division.
  • Directs rate analyses and studies to ensure appropriate revenue generation for the Water, Wastewater, and Stormwater Funds; consults with City staff and consultants to prepare revenue studies and establish rate structures.
  • Participates in preparing of utility master plans and projects for the Capital Improvement Program.
  • Develops strategies, plans, and programs to maximize resource and enhance ground and imported water resource opportunities; performs water supply analysis and projects future water supply needs.
  • Reviews, revises, and oversees the implementation of the Water Enterprise Plan, Urban Water Management Plan, and related environmental plans and programs.
  • Ensures plans' compliance with local, state, and City codes, laws, and regulations.
  • Organizes, assigns, and coordinates maintenance projects with staff, other departments, utilities, and other agencies; and establishes and monitors the completion of work performed in conjunction with preventative maintenance schedules.
  • Leads, mentors, and supports assigned Supervisors; enforces operating policies and procedures to ensure efficient Division field operations tasks.
  • Trains, supervises, and evaluates the performance of assigned staff; interviews and selects employees and recommends transfers, reassignments, terminations, and disciplinary actions.
  • Develops maintenance and operations standards related to water production, water distribution, water quality testing, wastewater and discharge control, Advanced Metering Infrastructure (AMI); water conservation, cross-connection, and related practices in consultation with the Department Director.
  • Reviews regulatory reports for water quality, production, treatment, and stormwater, and wastewater.
  • Establishes scopes of work for contracted maintenance work, such as major waterworks equipment upgrades, construction and rehabilitation, and retrofitting to meet water storm water, and wastewater compliance standards; estimates and compares labor and material costs; reviews actual proposals for services; and administers invoices and agreements.
  • Evaluates the effectiveness of maintenance and operations procedures, including the efficiency and quality of service delivery; considering methods to improve operational performance.
  • Coordinates maintenance and operations services with contractors, utility companies, property owners and renters, and other departments.
  • Conducts periodic inspections of field operations and work records; works with supervisory personnel and staff to identify and implement improvements in work methods and services; and ensures adherence to safe work practices by maintenance personnel, including the proper containment and handling of hazardous materials and storm water discharges.
  • Investigates and resolves public complaints related to water quality and consumption issues, and confers with the Department Director regarding actions taken.
  • In collaboration with supervisors, develops and administers the Division's annual budget; coordinates and directs the preparation of forecasts for staffing, equipment, materials, and supply needs with supervisor; and analyzes and reviews budgetary and financial data.
  • Monitors and approves expenditures in accordance with established limitations; reviews and approves change orders and new contract for the Division.
  • Prepares staff reports, project summaries, and work order details for presentations to Department Director and executive management; completes various activity reports and correspondence.
  • Directs and participates in preparing, developing, and evaluating technical studies, reports, and analyses related to the Division activities; analyzes and evaluates study results; implements, executes, and documents goal-setting metrics and project completion.
  • Directs the preparation of specifications and requests for proposals for the Utilities Division, including overseeing bid evaluations, selecting successful bidders, and preparing of other materials for approval.
  • Coordinates emergency operations planning for Utilities Division.

MINIMUM QUALIFICATION GUIDELINES

Education/Training/Experience:

  • High school graduation or G.E.D is required. A Bachelor's degree from accredited college or university with major in general studies, operations management, public administration, or a related field is preferable.
  • Seven (7) years of experience in water treatment and distribution, sewer collection systems maintenance, and MS4 related is required, including at least three (3) years of supervisory and administrative experience.
  • Additional training, education, and certification in the water, wastewater or storm water trades, maintenance technology, and operations management is highly desirable, including contracts administration.

Licenses/Certificates/Special Requirements:

  • Valid Class C California driver’s license, acceptable driving record, and proof of auto insurance in compliance with the City’s Vehicle Insurance Policy standards.
  • Possession of California State Water Resources Control Board Water Treatment Operator T3 AND Water Distribution Certificate D4 certificates are required.
  • Possession of the California Water Environmental Association Collection System Maintenance 3 certificate is highly desirable.
  • Possession of AWWA and/or USC Cross Connection Control Program Specialist certificate is highly desirable.
  • Ability to work extended hours in order to oversee maintenance repairs and operations, including disaster response services.
  • In accordance with California Government Code Section 3100, City of Manhattan Beach employees, in the event of a disaster, are considered disaster service workers and may be asked to protect the health, safety, lives, and property of the people of the State.

Knowledge of:

Principles, practices, and standards associated with the construction, maintenance and operation of municipal water infrastructure, treatment, and distribution; stormwater and wastewater services and equipment; budgeting and contracting practices; California Public Health and Safety standards; Water Resources Control Board standards; Stormwater Prevention Plan standards; Occupational Safety and Health Administration (OSHA) requirements governing safe workplace and work zone safety practices; Federal, State, and local laws and regulations governing water, sewer, and stormwater construction standards; purchasing procedures and material costing techniques; equipment service specifications and maintenance standards; research methods and analysis techniques; principles of employee training, supervision, and evaluation; and customer service practices.

Ability to:

Plan, coordinate, and manage public maintenance programs, contracts, and services; prepare clear, concise, and comprehensive reports, studies and correspondence; prepare and release requests for proposals for contracted work; plan, select, train, supervise, evaluate, and discipline staff; estimate maintenance construction and repair costs; prepare and administer operating budgets; research, analyze, and evaluate new maintenance standards, technologies, and procedures; prepare comprehensive narrative and statistical reports; communicate effectively, both orally and in writing; establish and maintain effective working relationships with staff, management, contractors, vendors, utility companies, and public and private representatives; exercise tact in investigating and resolving public complaints and issues involving the contracting and delivery of field maintenance and operations services; operate modern office equipment and computer hardware; use word processing and spreadsheet software applications programs.
