Job Duties

The Virginia Department of Environmental Quality, Valley Regional Office, seeks a qualified individual to write and review Minor New Source Review, State Operating, and Federal Operating Permits issued by the DEQ Air Permitting Program and provide support to the DEQ Air Compliance and Enforcement Programs. DEQ is tasked with carrying out the Clean Air Act and the Air Pollution Control Law of Virginia. This position will aid in the DEQ's goal of protecting the citizens of the Commonwealth by ensuring that stationary sources of air pollution in Virginia are properly evaluated and permitted in accordance with both state and federal regulations. This position will review progressively more complex permit applications for regulatory applicability and draft appropriate air permits preparing all necessary documents in a timely manner, with technical, regulatory and procedural accuracy, employing appropriate engineering practices and calculations, pollution control and prevention considerations, and regulatory standards. Provide progressively more technical and administrative support to DEQ personnel and the public. Participate in public outreach, meetings and hearings, as appropriate. Assist with special assignments, as needed. Assist compliance and enforcement staff with permit conditions, technical issues and air quality regulations. Attend enforcement meetings and visit sources as necessary. Maintain and utilize agency environmental databases to support agency programs. Foster a collaborative work environment supportive of program goals and improvement.

Minimum Qualifications

• Knowledge and/or experience in a field of engineering or science relatable to air pollution control;
• Knowledge and/or experience performing mathematical calculations that are relatable to evaluating air pollution emissions;
• Knowledge and/or experience with industrial processes;
• Knowledge and/or experience with reading and applying policies, guidelines, and regulations, especially as related to state and federal air pollution control regulations;
• Ability to communicate effectively both verbally and in writing;
• Ability to make independent and sound decisions, work without close supervision, and resolve problems independently and as a team; and
• Computer skills to include word processing, spreadsheets, and database management

Preferred Qualifications:

• Graduation from a college or university with major course work in engineering and/or physical science
